Background

The Afghanistan Value Chains – Livestock (AVC-Livestock) is a USAID funded program expected to run through June 2023. AVC-Livestock utilizes a market systems approach to strengthen and facilitate key transactions at either end of the farmer in targeted value chains - the commercial vendors of the goods and services that farmers need to grow higher volumes of quality produce, and the processors and traders who purchase farmers’ harvests. AVC-Livestock is a market-driven, private sector-focused program that aims to sustainably strengthen the dairy, poultry, honey, red meat and fiber value chains throughout Afghanistan resulting in increased incomes, employment and productivity throughout targeted value chains.

Habib Hasam Poultry Ltd is located in Jalalabad City, Nangarhar Province. The company has been operating since 2002. The firm produce table eggs, broiler day-old chicks, and poultry feed. The company approaches contracted farmers and receives feed items including maize and other crops from the farmers in the near provinces. The business plans to establish credit facilities for at least 20-25 lead farmers from the near provinces to be able to purchase the farm inputs. As this is completely a new practice, thus Habib Hassam has requested AVC-Livestock to provide them a short-term consultant to set up a well-functioning and applicable credit management system for them, which is applicable in Afghanistan agricultural farming system and it is practiced before. The credit specialist will work with Habib Hassam Ltd., to setup credit management system so the company can use that as revolving financial support system ensuring that the farmers get right credit support and have access to inputs during the cultivation season and pay back the company during the harvesting time.


Job Summary:

Purpose and Objectives of the assignment:

The overall objective of this assignment is to introduce a well-structured and well-functioning credit management system to Habib Hasam Ltd which leads to production of large quantities of animal feed inputs in the region. Set up of credit management system based contracting farming will help the company receive feed ingredients timely and further supply adequate animal feed to poultry and dairy farms across the country. The credit management specialist will help Habib Hasam Ltd on launching small credit funds to contracted farmers in three eastern provinces namely: Nangarhar, Laghman and Kunar.


Duties & Responsibilities:

Tasks:

Tasks include, but are not limited to the following:

  • Advice and help the company with establishment of a pre-experienced agriculture credit management system
  • Train Habib Hasam’s technical team on all aspect of the credit management system and contract farming
  • Review the company’s existing record keeping system and if applicable customize the system to be utilized for agriculture credit
  • Set up of credit record system both for money and goods type of credit
  • Make necessary recommendations to the company for future enhancement of agriculture credit
  • Provide the final report of the assignment
  • Other duties as assigned by AVC-Livestock technical team

DELIVERABLES

REQUIRED DELIVERY DATE

Deliverable #1: Deliver training and technical assistance in credit management system and submit required supporting documents; attendance sheets pre and post-test results to AVC-Livestock.

End of assignment

Deliverable #2: A detail final report of assignment including lessons learned and recommendations.

Reporting

The Credit Management Specialist will report to AVC-Livestock COP or designee.

Job Requirement:

QUALIFICATIONS

·       Bachelors or Master’s degree in finance management with at least 5 years of experience

·       Proven experience in contract farming and agriculture credit management system.

·       Strong writing, communication and training skills

·       Fluent Pashto and Dari.  

·       Proficiency in English language is required.
