Job Summary:

The Credit Supervisor (CS) will enlarge and strengthen FINCA’s portfolio by supporting a team of Credit Officers. The CS will help the Credit Officers (CO) find, evaluate, and monitor groups. CS will prepare loan documentation and coordinate with the Data Entry Clerk to make sure all portfolio information is entered in FINCA’s databases. The CS will help to train their team of COs and will make sure they follow all FINCA procedures. The CS will assist the Credit Manager (CM) in designing an expansion plan for Branch Manager in the region. The CS will make regular field visits and review weekly progress reports submitted by COs. The CS will prepare weekly reports for the BM/CM. The CS will be responsible for marketing and community relations in the geographic area assigned to his credit team. CS will be expected to take the initiative to suggest improvements to FINCA’s operations and methodology. The CS will back up the BM/CM in case of absence.

Duties & Responsibilities:

Planning (20%)
In order to achieve FINCA’s goals, the CS will work closely with their team of COs to provide the following services:
• Develop a plan to hit FINCA’s portfolio targets. Get the plan approved by the CM.
• Manage the portfolio of clients, and ensure that all clients have a Credit Officer assigned to them at all times. If one CO is absent, make sure another is assigned to all clients during the absence. Make sure a repayment authorization form to collect repayments is filled out if necessary.
• Ensure daily scheduling of CO’s to ensure transportation is available and clients are served in a timely manner.
• Gather and consolidate Village Banking schedules for their CO group.
• Prepare inauguration report for finance department 2 days in advance.

Monitoring and Reporting (40%)
• Monitor how clients use their loans. Make sure all loans are used for business purposes.
• Monitor the application, preparation and disbursement for new loans: attend group promotional meetings, assist in approval of all new bank loans, review passport registration forms, credit request forms and loan agreement between FINCA and the solidarity group or individual, supervise loan disbursement to solidarity groups and individual members.
• Monitor weekly collections and ensure that the COs are following FINCA procedures.
• Conduct frequent field visits to clients.
• Supervise the performance of COs at client meetings and provide immediate feedback to COs about their performance (at informational meetings, disbursements, weekly collection meetings, and end of cycle meetings).
• Conduct weekly meetings with the team of COs, review weekly progress report and make sure all members of the credit team are reaching their goals. Discuss problems and help COs find solutions.
• Monitor passbooks/treasurer books, CO reports, and other FINCA documentation.
• Prepare and compile a weekly report for the BM/CM on the progress of the credit team.
• Act as a liaison between management and COs; report CO issues to Management and inform COs of all policy changes and management memos.
• Assist in preparing and presenting programming issues at staff meetings.
• Monitor weekly payments of the team’s portfolio of clients to prevent these groups from failing into arrears.
• Evaluate weekly schedule for the Manager’s team of COs.

Internal Control (15%)
• Check business places of all arrears clients, and spot check businesses of all clients.
• Report all late payments. Explain the cause of the arrears, explain what action is being taken and when the CS expects the late payments to be recovered.
• Report all breaches of methodology by clients or COs. Identify cause of the breach and recommend a response to the BM/CM (information, training, discipline, etc).
• Complete inauguration files for the Manager’s COs. Verify that all paperwork is in order; loan application and agreement contain all necessary signatures, and everything is properly and completely filled-out.
• Check and compare payment receipts of Finance Department and solidarity group treasurers of COs, to prevent fraud or accidental incorrect payments. In addition, regularly meets with different groups to verify that they are no complaints about FINCA or violations of FINCA methodology.

Training (15%)
• Make sure that the CS’ team of COs has the training, information, materials and skills to complete their jobs. Discuss what COs need and identify the most cost effective way of providing it. Work with management to organize the training or provide the information.
• Assess the need for in-service training within CO team and provide such training as needed.
• Stimulate and motivate CO to achieve the goals of FINCA. Help the BM/CM draft graphical charts to track FINCA’s progress and statistics.

Evaluation 10%
• Assist BM/CM in performance evaluation of COs in the CS’ team and provide input in improving the incentive system for CO.
• Assist the CO in evaluating the credit risk of solidarity groups and clients.
• Evaluate current policies and procedures and recommend ways to make operations safer, more efficient and more productive.

Job Requirement:

• Experience performing Management function or the ability to supervise.
• Experience building and managing a portfolio of loans desirable
• High school diploma
• Experience in private business, credit, trade, or manufacturing desirable
• University education in finance, retail banking, credit, or another quantitative field an advantage
• Initiative, integrity, self-management, and ability to work independently (while consulting with management)
• Experience working in the field, bazaars, or markets an advantage
• Knowledge in social science or having some experience in social work.
• Good communication skills and ability to work in a team.
• Dari and Pashto fluency required; some knowledge of English is an advantage.
• Computer (word processing, data entry and data base management) skills an advantage
• Outstanding interpersonal and communications skills.
