CULTURAL AFFAIRS ASSISTANT FSN-08 TRAINEE LEVEL FSN-07
This position assists the Lead in the Women and Civil Society unit (WCS) in all aspects of Public Affairs Section (PAS) program conceptualization, development and implementation in support of Mission goals related to Women and Civil Society to include: identifying and establishing key contacts from all sectors of Afghan society; advising on new grant opportunities for projects that will advance Mission goals; managing at least two grants at any one time valued at up to one million dollars as the registered Grants Officer Representative (GOR training and certification required); advising PAS officers on policy shifts in Afghan society regarding women, gender issues and civil society; developing a wide variety of events such as meetings, round tables, workshops, panel discussions, receptions, etc.; organizing logistics, and coordinating media and social media outreach, as appropriate, for these events, presentations and meetings.

VA 17-063 – Full Performance Level:
1. EDUCATION: 2 years of college/university studies in general coursework is required.
2. EXPERIENCE: Two years’ experience working in administrative, business, academics, NGOs, an international organization, legal field or other diplomatic operation (embassy, consulate, etc.)

Substitution:
1. EDUCATION: Completion of High School is required.
2. EXPERIENCE: Four years’ experience working in administrative, business, academics, NGOs, an international organization, legal field or other diplomatic operation (embassy, consulate, etc.)
VA 17-063T – Trainee Level:
1. EDUCATION: 2 years of college/university studies in general coursework is required.
2. EXPERIENCE: One year experience working in administrative, business, academics, NGOs, an international organization, legal field or other diplomatic operation (embassy, consulate, etc.)
3. LANGUAGE: English at 3/3; Dari at 4/4; Pashto at 2/0.
4. SKILLS AND ABILITIES: Proficiency with the Microsoft suite and computers in general and the internet also required.
5. JOB KNOWLEDGE: In-depth understanding of Afghan society, government, history and culture. Specific knowledge of key players and institutions in Afghanistan, particularly those related to women, gender and civil society issues. Understanding of both U.S. public diplomacy and U.S. policy objectives in order to best combine the two.
