Duties & Responsibilities

The Public Affairs Specialist for Regional Programs and Outreach (PAS-RPO) has primary responsibility for implementing and monitoring programs and grants and coordinating outreach activities targeting regional universities, schools, alumni organizations, prospective exchange participants, NGOs, local government officials, Lincoln Learning Centers (LLCs) and other target audiences in Herat and western provinces of Afghanistan as identified in consultation with the Cultural Affairs Officer (CAO) and other units in the Public Affairs Section (PAS). The incumbent provides sophisticated policy and program advice to the Counselor for Public Affairs and the CAO related to public diplomacy programs, grants and outreach in Herat and western provinces of Afghanistan.

VA 17-059 – Full Performance Level:
1. EDUCATION: 2 Years of college/university studies in general coursework is required.
2. EXPERIENCE: A minimum of 5 years professional experience in a government in a government, public relations, academia, media, public relation, non-government, or international organization.

VA 17-059T – Trainee Level:
1. EDUCATION: 2 Years of college/university studies in general coursework is required.
2. EXPERIENCE: A minimum of 5 years professional experience in a government in a government, public relations, academia, media, public relation, non-government, or international organization.

3. LANGUAGE: Fluency (Level 4) in written and spoken Dari and English. Ability to produce diplomatic and official correspondence in both Dari and English is essential. Must have excellent translation skills and be able to serve as an interpreter for PAS officers, senior Embassy officers and visiting U.S. government officials in meetings and events at the highest level.
4. SKILLS AND ABILITIES: Ability to develop and maintain contacts at all levels, up to and including ministerial level, in government, academic, cultural and media institutions. Must have proven written and oral communication skills. Since the work requires substantial involvement with developing contacts, must have strong interpersonal skills. The incumbent is expected to use an extensive range of contacts with high level/influential leaders in skillfully addressing public diplomacy issues. Ability to plan, allocate resources and work independently on taskings while coordinating with other members of the Public Affairs team; self-motivation, creativity and initiative for problem solving, programming and planning outreach. Proficiency with the Microsoft Office suite, computers in general, and social media platforms.

5. JOB KNOWLEDGE: Thorough knowledge of Afghan political, media, economic, social, educational and cultural structures and institutions is essential. Thorough knowledge of U.S. public diplomacy programs, objectives and techniques is also essential. Thorough knowledge of U.S. foreign policy priorities is required.
