Purpose and Scope of Assignment:
The Customs Valuation Specialist will be supervised by the Technical Director (ACD) and will be responsible for assisting the Afghan Custom Department especially the Valuation Department in implementing valuation policies and procedures as entrusted by entity. Reporting directly to the Technical Director (ACD), the Customs Valuation Specialist is expected to perform the following duties and responsibilities including but not limited to.
Designing, developing and operating comprehensive customs valuation database
Designing and developing, with the assistance of ASYCUDA team, a mechanism for import data capture and transmission to the Customs Valuation Department
Modernizing and updating of customs valuation database under direct guidance of Customs Valuation Department.
Making institutional arrangements at all customs locations for import data capture, ensuring data quality, transmission of data to the Customs Valuation Department and receiving data analyzed by the Customs Valuation Department
Formulating standard operating procedures for import data updating, analysis, transmission, storage and retrieval
Monitoring the quality of data captured in ASYCUDA at the data entry, assessment and clearance stages and taking suitable measures to ensure that all relevant details are correctly incorporated in the import data
Formulating standard operating procedures for using valuation database as a valuation control, risk management and PCA selectivity tool
Complete integration of valuation database along with risk management and PCA with ASYCUDA
Studying the limitations of ASYCUDA in effective valuation control and devising means to overcome these limitations
Creation of value control records, files and formulae in ASYCUDA
Hosting valuation database on the ACD’s website and giving password protected access to authorized officers
Capacity building of the officers in customs valuation control techniques and tools
Assisting the senior management of the Afghan Customs Department in all policy issues concerning customs valuation
Assisting field formations, as and when necessary, in detecting and investigating cases of undervaluation of imported goods and other valuation frauds
Assisting Customs Valuation Department carrying out customs valuation control inspections at various customs locations to ensure that the valuation control policy, guidelines and procedures are being effectively followed and implemented
Any other duty assigned by supervisor
a. Education
Bachelor degree in Economics, Commerce, Business Administration, Financial Management, Financial Accounting or International Trade, a Master Degree in the mentioned fields with two years of experience in government and international organizations can also be eligible to apply.
b. Work Experience
5 years of experience with government and international organizations in valuation, finance, accounting, statistics & marketing or relevant field.
Knowledge of WTO agreement on valuation, WCO guidelines on valuation, international best practices on valuation and use of valuation control as risk assessment.
Proficiency in the usage of computer programs particularly MS. Office and Advanced MS. Access
Language
Fluency in both written and oral English, Dari and Pashto are required.
Functional/Technical Skills
Ability to design, develop and operate customs valuation database with the assistance of ASYCUDA experts and International Customs Valuation Advisor
Ability to draft customs valuation control handbook, in line with Article VII and the Agreement on Implementation of Article VII of the General Agreement on Tariffs and Trade, 1994 (the WTO Agreement on Customs Valuation), under the guidance of International Customs Valuation Advisor
Capacity to design valuation training modules and impart training with the help of International Customs Valuation Advisor
Capability to carry out valuation control inspections, conduct research and produce reports
