Job Summary:

• To support the effective and efficient financial management and reporting functions of the “Development Assistance Facility for Afghanistan (DAFA) Phase II” project in the GRM Afghanistan Office
• To implement the “procurement and financial management” sections of the “DAFA Procedures Manual”

Duties & Responsibilities:

• Implement and strengthen the DAFA financial policies and procedures, and ensure they are adhered to consistently across all DAFA operations and activities, taking into consideration the requirements of the donor and alerting the DAFA Coordinator of any breaches
• Ensure all DAFA procurement is administered effectively and transparently
• Ensure appropriate records are maintained at the GRMAF office as per the requirements of the DAFA contract for both DAFA operations and individual Activities
• Assist in the preparation of development and maintenance of DAFA budgets, accounts and financial reports, for both general operations and specific Activities
• Manage the DAFA weekly cashbook, including data entry, correct coding and daily reconciliation, and provide necessary reports to the GRMAF Finance Officer
• Work with the DAFA Coordinator and GRMAF Finance Officer to identify the DAFA in-country cash requirements
• Enter all payments into the cashbook, ensuring receipts for all payments and accurate coding of expenses
• Assist the DAFA Project Coordinator in the processing of consultant invoices and timesheets by receiving, checking, scanning and filing consultant invoices and supporting documentation
• Work with the GRMAF Finance Officer on all required Government of Afghanistan tax payments ensuring they are made on time and accurate documentation is submitted to the income tax department
• Work with the GRM Finance Officer and Finance Assistant to ensure effective management of DAFA payroll
• Respond to accounting, budget or financial queries regarding DAFA activities
• Actively contribute to improvement processes in the finance department
• Perform other related duties as required by GRM Finance Officer or DAFA Coordinator

Job Requirement:

• Tertiary qualifications in accounting
• Minimum 2-3 years work experience in project accounting
• Strong working knowledge of accounting policies and procedures
• Strong work ethic with the commitment to completing tasks on time and accurately
• Well developed and highly effective organisation skills
• Excellent written and oral English and Dari language skills
• Ability to work collaboratively with team members
