Job Summary:

Purpose of the Post:

 

To provide support to World Health Emergency (WHE) unit and relevant health cluster partners with humanitarian and other related health data management and information within health cluster team.

To ensure availability of data required for health cluster, health impacts of emergencies and crisis in Afghanistan

To produce MAPs from collected health data through GIS

To provide support to WHE unit and relevant health partners with health data management and information within health cluster team

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

The Under the overall supervision of WHO HE team leader and in close coordination with the health cluster coordinator, the Web developer/IT and data management officer will provide support to World Health Emergency (WHE) unit and health cluster with humanitarian and other related health data management and information required for analyzing health impacts of emergencies and crisis in Afghanistan and to produce MAPs from collected health data through GIS.

Skills Description:

1-      Theoretical and practical knowledge of computer programming and web developing softwares

2-      Theoretical and practical knowledge of compiling and analyzing Data with Charts

3-      Data Management knowledge

4-      Producing Health Maps

5-      Practical knowledge on how to budget activities planned e.g training etc


IT Skills: 

- Good knowledge of Microsoft applications.

- Knowledge of ERP/Oracle applications is an asset


Duties & Responsibilities:

The incumbent will perform the following duties:



A-    Data and Mapping

 

1)      Coordination of health mapping activities for the purpose of humanitarian through geographical information system (GIS)

2)      Support the development and maintenance of the “WHO does What Where” database for active health partners in Afghanistan

3)      Data Sharing with the Health Management information system unit of Ministry of Public Health and other cluster partners as needed

4)      Facilitate and compilation of Health document (Data) to be available to Health Cluster partners

5)      Update and create the emergency profiles for use of health actors.

6)      In support Monitoring and Reporting officer in health cluster partners’ review of reported data and prepare feedback to the partners

7)      Support Monitoring and Reporting Officer to improve data quality of the reports and prepare Monthly reports of health cluster.

8)      Record the documents of World Health Emergency and provide them to WHE team as per request.

9)      Assist and provide data to Monitoring and Reporting Officer to monitor and verify the monitoring findings based on the available data.

10)  Assist and provide data to Monitoring and Reporting Officer to monitor for developing reports.

11)  Monitor Report Hub of health cluster partners and update Health Cluster coordinator and WHE team accordingly.

12)  Develop in-house MS Access data base for WHE unit for monitoring and recording of various activities.

13)  Develop online data recording and reporting system for WHE and HC as required.

14)  Produce MAPs from collected health data through GIS

15)  Provide support to WHE unit and relevant health partners with health data management and information within health cluster team

16)  Work closely with MoPH EPR/CCC team and provide any technical support in IMS.



B-     Report/record:

 

1)      Assist and provide data to the Monitoring and Reporting officer for writing the required project and training reports

2)      Make sure the report of all project are submitted to WHO relevant unit and achieve within the unit

3)      Track monthly, quarterly, semi-annual and annual reports are prepared by the program and achieve soft and hard copies for reference

4)      Update the WHO Website regularly with Emergency unit data, Documents after approval of supervisor

Educations:

Essential:  University degree in computer science, a certificate on data management and Diploma in GIS software

 

Desirable: Any training and practical experience in web designing and as Developer is an asset


Experience:

Essential:  5 years of work experience with mapping and computerized data management and able to develop data-base. 

Desirable: Relevant experience in the UN/Government/NGO system


Languages: Very good knowledge of English and the local languages.


 

IT Skills:

- Good knowledge of Microsoft applications.

- Knowledge of ERP/Oracle applications is an asset
