Supervise the data management aspects of the project by ensuring the timely submission of field operation accurate data and reports. Reviews, aggregates emergency CBE project input, process, output, monitoring, effect and impact data received from the field offices. Ensures that monitoring date analyzed and adequately interpreted by location and other specifications best contributes to the appropriate decision-making. Undertake the process of final interpretation and preparation of the various sorts of reports to assist the management to make sound and realistic decisions, shares information with CARE components, and to meet the deadlines in the submission of reports to mission leadership, CARE International and donors. Keep track of the project expenses and contracts. Strengthens administration, logistic, financial, monitoring and supervision systems of the emergency CBE project by designing adequate and relevant tools to be used for data collection and M and E.
MAIN RESPONSIBILITIES and TASKS
Establishes data management and reporting system that provides timely, adequate and accurate information on the project input, process, output, effect and impact indicators to the project management.
• Sets up Data Management and reporting system at project and field level to best meet project monitoring, evaluation and reporting requirements.
• Prepares qualitative and quantitative periodical, monthly, quarterly, annual, and final reports according to the needs project audiences and contractual obligations;
• Ensures the dissemination of project reports, field operation plans and other relevant information to the project field offices and to the mission relevant units;
• Sets up Budget controlling system at both provincial and central level;
• Keeping track of project expenditures and contracts.

Supervises the data management aspect of provincial project admin officers to optimize the quality and efficiency of their performance and to maintain a high degree of satisfaction with their job and personal development.
• Supervises the data management aspect of project and provincial project admin officers to ensure the timely submission of accurate data and reports from the sub/site offices;
• Provides technical assistance to education program sub offices, departments and where emergency CBE project operates with their data management needs, in order to set their operational plans;
• Develops and conducts a regular and systematic training plan for the project admin officers to best meet their data management responsibilities at the sub/site office level;
• In close collaboration with the Field Supervisors ensures creation/improvement of a supportive environment under which provincial project admin officers can upgrade their personal and professional skills;
Assists the Deputy Program Manager and Program Manager to best meet their project management, proposal development, budgeting, reporting, and systems’ developing/strengthening responsibilities.
• Assists Project Manager in developing concept papers and proposals by the provision of accurate, analyzed and adequately interpreted data;
• Assists Project Manager in the development of projects’ budgets;
• Establishes Management Information System (MIS) that is capable of providing accurate and adequately interpreted monitoring data by location and other specifications that provides reliable responses to regular and ad-hoc queries and best contributes to the appropriate management decision-making;
• Designs relevant, reliable and adequate tools that best meet the requirements of various project management systems like administration, budget controlling, logistic, supervision, monitoring and evaluation.
• By preparing timely periodical, annual and final reports enables the Project Manager to meet the report submission deadlines to the mission leadership, donors and authorities.
Other Duties as assigned by the DPM, PM and Mission Leadership.
EDUCATION: High school graduate, DBA preferably in computer science or business administration
WORK EXPERIENCE: At least 3 years experience in MIS, data management, analysis and reporting.
SKILLS: Management information services, Monitoring and Evaluation, report writing, budget tracking and computer programming skills. Good command of written and spoken English.
LANGUAGES: Fluency in written and spoken English, Dari and Pushto languages.
GENERAL: Under the supervision of Project Manager the incumbent has the authority to carry out the duties within the limits and guidelines of CARE policies.

CONTACT/KEY RELATIONSHIPS:
The primary contact will be Project Manager and Provincial Project Admin Officers internally; the incumbent will have close relation with data management officers of the overall program department.
WORKING CONDITIONS:
This position will be based in CARE Kabul office; however, periodical travel to all project areas even in tough security situation will be required.
