Founded:

PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.

Job Summary:

The Corrections System Support Program (CSSP) is a major institutional capacity development program in Afghanistan funded by the US Department of State, Bureau of International Counter Narcotics and Law Enforcement Affairs (INL). The goal of the INL/ CSSP is to ‘build a safe, secure and humane Afghan corrections system that strives to meet international standards and Afghan cultural requirements”
The INL/CSSP utilizes a system approach to develop and strengthen the capacity of the Afghan correctional institutions and the corrections professionals in Kabul and provinces. Through training, capacity building, technical advice, and direct assistance, CSSP helps the correctional institutions and their staffs perform their respective roles in managing and operating a safe, secure humane corrections system in effective and efficient manners.
CSSP was started in January 2006. The program is being implemented to the utmost satisfaction of the INL and the Government of Islamic Republic of Afghanistan (GIRoA). CSSP has started to establish a result a Result-based Monitoring and Evaluation (M&E) system to systematically facilitate for effective and efficient program performance management of the INL/CSSP.
Pacific Architects and Engineers, Inc. (PAE), the contractor of the INL/CSSP, is therefore searching for a National Database Assistant with data analytical skills to join the CSSP M&E team. The position is based under the Civilian Police and Rule of Law Program with the Department of State and is mainly responsible for assisting the National Database Officer in assisting managing the M&E database operations and the M&E Advisor/M&E Specialist in data analysis using data analysis software.

Duties & Responsibilities:

Under the overall supervision of the M&E Advisor and working with the M&E Specialist and under the direct supervision of the CSSP National Database Officer, the National Database Assistant will perform the following tasks:
Data Entry: Enters the baseline and all other M&E data in the database under the guidance of the Database Officer and in accordance with the DMS manual.
Database Maintenance: Assists in daily backing up of data and updating virus guards.
Database Report Presentations: Assists in generating database reports and in preparation of database documentation updates at regular intervals.
Data Supply: Assists in supplying the project performance progress data in specified time to the M&E Advisor / M&E Specialist for data analysis.
Data Analysis: Assists the M&E Team in analyzing data using SPSS, Atlas-Ti software.
M&E Translation: Assist the M&E Team in translating the field M&E data/reports from Dari and Pashtu into English and the M&E tools, guidelines and training handouts from English to Dari and/or Pashtu.
Maintenance of M&E Office Records: Regularly updates and stores various M&E office files and records, and other M&E office documents in the specified filing cabinets/document box files.
Assistance in Training/Workshops: Assists the M&E Team during M&E training, workshops and meetings, and in multiplication and distribution of reports and proceedings.
Others: Performs any other tasks assigned by the M&E Advisor / M&E Specialist, and the Database Officer.

Job Requirement:

The National Database Assistant should have the following qualifications:
College graduate in computer science with at least two years of experience in relational database management
Familiar with most commonly used technologies such PHP, MySQL, MS Office, particularly, data base management programs.
Has a degree or adequate experiential skills in analyzing data using SPSS, Atlas-Ti software.
Practical experience in database management work in a similar project or organization
Fluent in English, Dari and Pasthu with proven ability to translate documents from Dari and Pashtu into English and English to Dari and Pashtu.
Prepared to work for long hours and on public holidays when the service is demanded
Honest, sincere and hardworking and gender sensitive.
Experience in gender mainstreaming and M&E is desired
