Job Summary:

The Assistance for the Development of Afghan Legal Access and Transparency (ADALAT) Project is working with the Afghanistan Supreme Court (SC) to strengthen the Court’s administrative capacity to manage its Administration and Finance, and human resources functions. The Database Specialist will assist in facilitation of the development of the Court’s automated systems, particularly its HR, Performance Management, Finance and Administration and Case Processing Systems.

Duties & Responsibilities:


Develop and implement Database strategies and interventions

Identify solutions to existing gaps and problems

Provide technical coaching and mentoring to concerned staff

Develop IT Development Work Plan

Recruit and train IT Department staff

Update the SC’s IT Strategic Plan

Conduct HR, Finance, Administrative and Case Processing management and operational data, hardware and software requirements assessments in collaboration with SC concerned directorates.

In Year 1, develop conceptual and system design of HRMIS, train judicial and non-judicial HRMIS system users, pilot test and implement HRMIS, evaluate.

In Years 2-4, conduct system design, implementation of Finance, Admin, Performance Management and Case processing systems, train SC, trial and appellate court system users, conduct pilot tests, implementation, and evaluation.

Submit progress reports to SC Directors and ADALAT Court Management Department Team lead.

Job Requirement:


University degree in Computer Science with major in Database Design and Development, and international IT certifications. At least 5 years of experience with Master and 7 years of experience with Bachelor degree.

Level 4 English ability.

Strong ability to design, develop and deliver training programs.

Ability to communicate and work effectively with senior government officials.

Preferably familiar with justice and judicial sectors of the country.

Strong communication skills, including interpersonal, written and oral English.
