Job Summary

QED is seeking a monitoring and evaluation (M and E) IT/Database specialist to support the RAMP Up-South Kandahar M and E component. S/he will be responsible for determining the appropriate technology for an internal M and E data management system, developing that technology, and updating and maintaining the data management system. The Database Specialist will work with the survey and training specialist to ensure that data management systems adequately capture all data points and indicators and allow for easy reporting of this data. The Database Specialist will run structured queries, update the database structure, implement periodic enhancements, ensure data quality and integrity, and apply statistical methods to normalize data and identify outliers. The candidate will also be in charge of monthly data entry into the USAID GeoBase and other systems as necessary. The candidate will also be responsible for authoring or contributing to reports for USAID. The Database Specialist will report to the M and E Director.

This assignment will be conducted in the Kandahar province. Travel to other project facilities may be required.

Duties & Responsibilities

• Determine appropriate data management technology and develop the technology for use by M and E team.
• Work with the survey and training specialist to ensure that data management systems adequately capture all data points and indicators and allow for easy reporting of this data.
• Update internal M and E database as needed.
• Design, produce, and run reports from the database.
• Lead periodic data cleaning exercises, such as reviewing data for anomalies and outliers.
• Advise M and E Director on any issues related to the proper functioning of the database and integrity of the data. Make recommendations to M and E Director on necessary changes or improvements to data management system
• In charge of monthly data entry into the USAID GeoBase and other systems as necessary.
• Collaborate with other M and E specialists, M and E director and deputy director on reporting. Author and contribute to M and E reports and other deliverables, making recommendations for future M and E efforts as needed.
• Develop graphical charts and other displays for reports.
• Provide limited statistical analysis for MRR data and reports.

Job Requirements

• University degree in information technology/systems, database administration, or related field required. Equivalent years of experience acceptable in lieu of university degree.
• Minimum 3 years experience in database development and administration.
• Proficiency with relational database development including SQL 2005 or 2008 preferred. Some proficiency with ASP.NET 2.0 and web development.
• Experience with Microsoft C#, .NET developer, DHTML, CSS, JavaScript, and/or ADO.NET preferred.
• Experience with USAID-funded projects.
• Excellent English languages skills, both verbal and written.
• Advanced knowledge of other computer skills, including experience with word processing and spreadsheet programs.
