The Mine Action Coordination Centre of Afghanistan (MACCA) supported by the United Nations in partnership with the Department of Mine Clearance coordinates the activities of the Mine Action Programme for Afghanistan (MAPA) including survey, mine clearance, battlefield clearance, mine risk education, and victim assistance activities throughout the country since 1989 and the mine action services reach almost every corner of the country.

Job Summary:

The Deputy Chief Information Officer is responsible to the Chief Information Officer for all assigned tasks as follows:

Duties & Responsibilities:

• Manage, coordinate and maintain a high standard for the MACCA ICT Infrastructure, Mine Action Information System and GIS capabilities at national and regional level in close corporation with the Chief Information Officer.
• Coordinate and manage liaison with all Area Mine Action Centres (AMAC) and other mine action role players for receiving all information and to be synchronized in the Mine Action Information System
• Coordinate the installation of the IMSMA system, developing the database and making sure that the overall system is operational and meets the needs of Afghanistan.
• Liaise with Chief Information Officer and other Management Information System (MIS) clients on the development of reporting tools on available IMSMA data and add-on databases.
• Liaise with IMSMA Users such as Operations, MRE/VA, Programme Departments and the Front Office on their requirements and ensure that IMSMA satisfy these requirements.
• Assist the Plans Officer through data analysis in the defining operational information requirements to be satisfied by IMSMA and develop criteria to assist in priority setting for the development of an annual work plan.
• Direct and supervise the ICT and MIS Sections on their assigned tasks.
• Work closely with the ICT Section to ensure the operational functionality of the MACCA ICT Infrastructure in support of the organizational requirements.
• Develop, maintain and monitor standard working procedures for ICT/MIS Department of MACCA.
• On a periodic basis visit all AMAC offices to ensure a high level of functionality and quality of ICT/MIS functions.
• Perform regular checks of mine action information to ensure data completeness, integrity and quality.
• Provide draft written assessments of subordinates for the Chief Information Officer’s review.
• Provide training, guidance and personal development of subordinates.
• Assist the Chief Information Officer in developing the work plan and annual budget.
• Assist the Chief Information Officer in liaison with the GICHD to obtain technical support and suggest improvements and input for revisions to the system for IMSMA as necessary.
• Assist with the development and implementation of knowledge management initiatives within the organization in order to develop and maintain a culture of knowledge sharing.
• In the absence of the Chief Information Officer assume the responsibilities of the Chief Information Officer.
• Complete additional tasks assigned by the Chief Information Officer.

Job Requirement:

• Bachelors Degree in the field of Information Technology, Information Management or Computer Sciences (Master Degree as asset).
• 5 years of practical experience with IMSMA or 7 years of working experience in information management.
• Knowledge on both IMSMA legacy and IMSMA NG are essential for this position.
• Posses advanced skills in MS-Access, MS SQL Server, MS-Word, MS-Excel.
• In dept knowledge of ICT, information management and GIS Systems are essential.
• Advanced knowledge of software engineering theory and applications would be an asset.
• Advanced knowledge of programming theory and relational database principles.
• At least two years of work and experience with Microsoft Access and Visual Basic programming database tables, forms and queries.
• Ability to work under pressure and long hours at different locations
• Posses good work habits with a willingness to work in a multi-cultural environment
• Good working knowledge of both written and spoken English
• Flexible and adaptable to any situation
