The Deputy Chief of Party (DCOP) will be responsible for the day-to-day oversight of the main activity groups of the project and be responsible for overall coordination of the IPACS-II National network of Intermediary Service Organizations (ISOs) and Civil Society Support Centers (CSSCs). S/he will support the COP in project management activities and engage with project management staff as it intersects with grant making to local CSOs. S/he will oversee the Directors of Legislative Strengthening, Civil Society Strengthening, and Community and Policy Engagement. S/he will be responsible for developing the IPACS-II annual work plans in consultation with the COP and ensuring that implementation of those plans remains on schedule. S/he will liaise with the Director of Program Support to ensure effective integration and input of the Outreach and Communication, Monitoring and Evaluation and Gender Departments into program activities. S/he will also coordinate with the Director of Finance and Administration to provide oversight of the grants program, and to ensure that the grants are being optimally used to support and achieve program activities and achievements
Duties & Responsibilities:
PRINCIPAL DUTIES AND RESPONSIBILITIES
â€¢ Manage the Director of Legislative Strengthening and the departmentâ€™s activities
â€¢ Liaise with international implementing partner regarding legislative strengthening activities.
Civil Society Strengthening
â€¢ Manage the Director of Civil Society Strengthening and the departmentâ€™s activities.
â€¢ Manage the overall partnership between Counterpart, the ISOs and CSSCs.
Community and Policy Engagement
â€¢ Manage the Director of Community and Policy Engagement and the departmentâ€™s activities
â€¢ Support the COP in project management activities and engage with project management staff as it intersects with grant making to local CSOs.
â€¢ Responsible for developing the IPACS-II annual work plans in consultation with the COP and ensuring that implementation of those plans remains on schedule.
â€¢ Coordinate with Director of Program Support and Director of Finance and Administration to ensure effective coordination and integration of Outreach and Communication, Monitoring and Evaluation, Gender and Grants Departments into program activities.
â€¢ Keep informed of civil society and gender issues and developments in Afghanistan.
â€¢ Other duties and responsibilities as assigned.
At least ten years experience working with NGOs, including at least 5 years in senior management positions.
â€¢ Afghan national strongly preferred.
â€¢ Experience working internationally, preferably in a conflict zone.
â€¢ Graduate degree in international development, change management, capacity building, training, or a related field.
â€¢ Excellent coordination, reporting and planning skills.
â€¢ Ability to set priorities and manage time effectively.
â€¢ Analytical and problem-solving ability.
â€¢ Ability to think strategically and to act in the best interests of Counterpart as a whole.
â€¢ Proven ability to mentor and build staff skills.
â€¢ Training and OD expertise and hands on experience.
â€¢ Thorough understanding of Gender and Development principles, particularly in a Muslim context.
â€¢ Fluency in Pashto or Dari.
â€¢ Fluency in English (writing and speaking).
â€¢ Computer skills to include Internet, MS Word, MS Excel, and (preferably) MS Project.
â€¢ Ability to work both independently and as an effective team member.
â€¢ Ability to work under pressure.
