Project/Proposal Summary:
The Assistance for Afghanistan’s Anti-Corruption Authority Project is a three-year, USAID-funded anticipated program to provide assistance to the Government of the Islamic Republic of Afghanistan in its effort to build a strong, effective institution to lead, monitor and report on efforts to combat corruption in Afghanistan. This project will primarily work with the Afghanistan High Office of Oversight (HOO).

Position Summary:
MSI is seeking an experienced program manager who will serve as the Deputy Chief of Party responsible for Operations, helping to coordinate our support activities for the HOO. In addition, experience in subnational governance issues is preferred to manage work that will be conducted in the provinces to establish branches of the HOO.

Duties & Responsibilities

• Manage and coordinate activities performed by the project in several functional areas in support of HOO to ensure collaboration and cross-training efficiencies;
• Monitor progress of activities to measure performance and results, making adjustments when necessary;
• Provide liaison with provincial offices of the HOO and provincial government to promote effective implementation of HOO functions at the regional level, being sensitive to local traditions and priorities;
• Provide expertise in traditional justice approaches to resolve conflicts and grievances.

Job Requirements

• Experience as manager and coordinator of staff and tasking on complex multi-dimensional programs;
• Demonstrated experience managing and reporting on USAID-funded projects;
• Experience in business reengineering of organizations and procedures;
• Experience in Afghanistan strongly preferred; Afghan nationals are encouraged to apply.
