Tetra Tech, through its subsidiary ARD, Inc., is accepting expressions of interest from qualified Deputy Chief of Party for Administration and Finance candidates for a USAID-funded Agricultural Credit Enhancement program in Afghanistan. The purpose of this four and a half year project is to support Afghan financial and private sector intermediaries to provide sustainable agricultural lending initiatives and strengthen agricultural value chains.
General Responsibilities:
-- Ensure sound operational decisions and manage all financial and administrative aspects of the project, including those related to human resources management, logistics and procurement;
-- Draft and ensure proper implementation of financial management and administrative procedures in line with USAID regulations;
-- Establish and maintain productive and positive relationships with Afghan Government officials, business alliance partners, and implementing partners;-- Oversee the implementation of a sizable grants component.
Qualifications:
-- Educational requirements include at least a Master’s degree in business administration, finance, or related field of study
-- A minimum of ten (10) years experience in financial management and administration of large international development projects.
-- Prior successful experience managing Administrative and Financial components on USAID-funded project(s), including; experience with USAID’s operations, procurement, administration and logistics, human resources, and grants and financial management regulations;
-- Significant administrative experience with development programs in Afghanistan preferred;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- English required. Dari and Pashto skills are a plus.
