Management Arrangements
The Deputy Director for Communications is a senior communications post within the government of Islamic Republic of Afghanistan, who will report directly to the Executive Director of GMIC and the Presidential Spokesman. The Deputy Director (Communications) will directly manage and oversee the Media Affairs, Public Outreach, Capacity Building and Media Monitoring Departments. In the absence of the Executive Director, she/he will act as a de-facto In-charge of the Center. The Deputy Director (Communications) will also be dealing with media, both national and international extensively, as well as speaking to the media on behalf of the Government of Afghanistan.
The Deputy Director – Communications should:
•Keep good working relations with both national and international media and ensure timely and accurate information is delivered to media on behalf of the Afghan Government;
•Attend daily government communications agenda setting meetings chaired by Presidential Spokesman and contribute to the development of messages to be delivered to the media from the government;
•Coordinate the process of information gathering and dissemination about government achievements, plans and programs through a mechanism involving government ministries, local authorities and international partners;
•Oversee the work of various program departments and ensure that their activities are in line with GMIC Strategic Intent;
•Produce regular reports on the status and functions of the program departments to the top leadership;
•Coordinate the work of various program units to ensure harmony and sensitization in their respective works;
•Prepare annual budget of the projects and programs;
•Initiate projects and programs for achieving the goals and objectives of the GMIC;
•Produce concepts and proposals for the realization of projects/programs and raise funding from legitimate sources in support of those;
•Produce periodic M and E and progress reports of all program units; and
•Undertake any other task assigned by the Executive Director
The candidate should posses:
•Masters Degree in Mass Communications, Journalism, Media Management, Public Relations, Political Science or relevant discipline.
•At least ten (10) years of work experience in leadership positions; five (5) of which should strictly be in media or communications related fields, with a well-reputed national or international organization. Work experience with Afghan Government is highly desirable;
•Commitment to the Government of Islamic Republic of Afghanistan and willingness to defend its views, policies and stances and talk about its achievements, plans and priorities in the public eye;
•Proven record or written or verbal analytic and media work. Experience in dealing with media and appearing in media will be a bonus;
•Political awareness and ability to analyze unfolding events and information and provide analytical feedbacks and advice; both verbal and in writing;
•Prior relations with Afghan and international media and track record of dealing with media will be an asset;
•Proven ability to produce concept papers, proposals and reports;
•Ability to work under pressure and deadlines;
Excellent communication skills in Dari or/and Pashto also in English; and
•Must be computer literate.
