The Deputy Finance Director assists the Director of Finance in managing the financial and accounting functions of the University. This includes preparing the budget; conducting financial analysis and preparing financial reports; implementing the accounting system; managing the payroll system and maintaining accurate financial records and transactions.
Duties & Responsibilities:
â€¢ Assists the Director of Finance in all matters related to AUAF fiscal operations and overall financial management.
â€¢ Assist the Director of Finance in Developing and administering financial policies and procedures, and ensure that the use of University resources is compliant with all administrative policies, and that financial transactions are securely and efficiently executed.
â€¢ Play role in Managing and controlling all accounting functions including accounts receivables, payables, expense reimbursements, student financial assistance program, bank accounts, cash, and reconciliations.
â€¢ Ensure that an effective system of internal controls is in place, and ensure that generally accepted standards of accounting are complied with.
â€¢ Ensures all purchase requests, bid summaries, purchase orders and relevant invoices are accurate according to policies and procedures.
â€¢ Be responsible for the preparation of payroll functions in close coordination with the Human Resource Office.
â€¢ Ensure that the financial management system (QuickBooks-Enterprise Version) and the applicable portion of Power-Campus (Burser module) are reliably utilized by the financial department.
â€¢ Participate in the process of preparing the budget and other financial reports as requested by AUAF.
â€¢ Prepare regular financial reports to monitor actual performance against budget, use of cash, fundraising pledges and receipts, cash requests, vouchers, and other.
â€¢ Recommends necessary actions to ensure that AUAF meets all legislative requirements of Afghanistan on accounting, taxation and overall fiscal operations and management.
â€¢ Assist in the Director of Finance Managing the annual audit solicitation process, provide documentation as required, and ensure that the audit is completed with the full support by the financial organization.
â€¢ Support the internal auditor in developing audit procedures and plans, and assist in conducting investigations as requested. Participate actively in procurement committees.
â€¢ Supervises and participates in the performance evaluation of subordinate finance staff.
â€¢ Conduct self in a professional and ethical manner free of conflicts of interest and with a strong sense of integrity.
â€¢ Minimum of 3-5 years experience in an accounting role with exposure to most areas of finance/accounting either in a private or public organization.
â€¢ Minimum 3 years experience in managing financial functions and supervising staff
â€¢ Strong track record of performance and career advancement.
â€¢ Degree in accounting at bachelorâ€™s level or equivalent from a reputable college or university required; certification in public accounting strongly preferred.
â€¢ Excellent analytical, project management and organizational skills.
â€¢ Experience in working with USAID and/or USAID-funded projects, or other projects funded by other than US donor countries.
â€¢ Knowledge of Afghanistan legislative acts that relate to accounting, taxation, employment and overall fiscal operations and management is advantageous.
â€¢ Good communication and team-working skills.
â€¢ Ability to work under pressure and within time constraints.
â€¢ Fluency in oral and written English; in addition, fluency in Dari/Pashto strongly preferred.
â€¢ Knowledge of QuickBooks accounting software.
â€¢ Excellent computers skills to include Microsoft Office applications and internet software.
