Job Summary

The incumbent serves as the Deputy Human Resources Manager in USAID’s Engineering Support Program (ESP) being implemented by Tetra Tech. In this capacity, he/she is liable towards providing the best administrative and HR experience by ensuring high standards of inter-related office services and thereby ensuring the smooth functioning of the office by adopting the pre-established organization polices. Under general supervision of the Human Resource Manager, performs a wide variety of professional human resource services which may include recruitment/selection, performance reviews, classification/compensation plans, and employee relations.

Duties & Responsibilities


Assist HR team in day to day activities including mitigation and resolving human resource conflicts and issues, and seeking assistance and guidance HR office as needed;

Develop and maintain personnel files for all staff, to include updating contact information and maintaining the privacy of each file;

Assist HR Manager in conducting counseling sessions with staff due to poor or unsatisfactory performance or behavior;

Assists HR Manager in developing and enhancing SOW for positions and eventually review and post SOW for recruitment of staff with transparent practices;

Recruiting and hiring; coordinate with hiring dept. head to prepare job description, post and advertisement to any appropriate media for the open position, receive resume/curriculum vitae from prospective employees and arrange interview.

Assists the HR Manager in coordinating, developing and presenting human resource related training programs to management and employees;

Evaluate administrative procedures and utilize improvement process methodologies to make administrative processes more efficient. Such processes include travel requests, meeting requests, and expense report submittals;

Provide a variety of complex administrative support to the Administrative Specialist and HR Manager.

Job Requirements


Must have Bachelor Degree in Human Resource Management or Business Administration;

A minimum of 5 years of progressively responsible, relevant work experience is required, preferably with USAID, international donor-funded projects or NGOs on relevant programs;

Mature, dependable, and capable of handling highly sensitive and confidential information;

Must possess a very high degree of proficiency in both written and spoken English. The ability to translate is desirable.

Ability to communicate clearly, concisely and effectively with all levels of personnel, both within Tetra Tech and outside;

To have computer knowledge specially office package; Word, Excel, Power Point, and Microsoft Outlook.
