EDC (Education Development Center), Multi Location
The Deputy Monitoring and Evaluation (M and E) Manager will significantly contribute to the establishment, implementation and maintenance of the project’s performance management system. This local hire position reports to the Monitoring and Evaluation Manager.
• Assist with the establishment and implementation of a project-wide M and E system based on the goals of the project. This will include defining indicators, establishing baselines, setting targets, developing data collection tools and overseeing the development of a standard management information system (MIS).
• Provide training and support to regional and provincial project M and E staff on tool/instrument development, quality assurance and the provision of M and E technical assistance to project partners.
• Support regional and provincial M and E officers by developing training courses for their use to train program staff, implementing partners and government partners on conducting M and E activities.
• Plan and conduct routine field visits to ensure ongoing progress, quality and efficacy of program activities.
• Assist with data analysis and communicate results to senior management for adjustments in program design.
• Develop terms of reference for M and E consultants and oversee the performance of national M and E consultants in the field.
• Contribute to weekly, bi-weekly and quarterly reports, including tracking performance against benchmarks and targets.
• Coordinate and oversee data collection efforts with field staff, home office and implementing partners for quarterly Afghan Info reports.
• Support the communications team by providing data to support reporting and outreach messages.
• Mentor and manage regional and provincial M and E officers and MIS team (approximately 8 staff).
• Perform other duties as required.
• Bachelor’s degree. Advanced university degree in statistics, demography, social sciences, or other relevant discipline preferred.
• Minimum of 5 years experience in design and implementation of M and E systems.
• Experience in donor-funded nonformal education and youth development or vocational training programs preferred.
• Knowledge of USAID M and E and reporting requirements, especially Afghan Info and TraiNet, strongly desired.
• Ability to devise and monitor gender sensitive targets and indicators.
• Excellent computer skills, including use of Microsoft Word, Excel and PowerPoint.
• Knowledge of Microsoft Access, SQL or other MIS strongly desired.
• Excellent written and verbal communications skills.
• Ability to work in teams and independently with minimum supervision.
• Ability and willingness to travel 25-30% of the time to the field.
