Afghanistan Investment Support Agency (AISA) began as an agency that provided licenses to companies wishing to invest in Afghanistan. AISA has now evolved into a pro-active institution on promoting and attracting investment to Afghanistan. AISA, having its main office in Kabul and regional offices in Herat, Kandahar, Mazar-i-sharif, Nangharhar, Khost, Kunduz, Paktia, Faryab and Helmand province, delivers a wide range of services to investors all over the country.
â€¢ Organizing all procurement functions of AISA for the acquisition of goods, works, consultancy and non consultancy services.
â€¢ Under supervision of Procurement Manager, responsible for management of contracts to ensure the implementation of contracts are carried as per the terms and conditions
â€¢ Working closely with Procurement and Contract Manager to assist him in day to day functions, when required
Duties & Responsibilities:
â€¢ Responsible to review the entire purchase request from departments/end users to ensure its compliance with AISAâ€™s procurement policies and procedures
â€¢ Coordination, preparation and updating of procurement plans in consultation with the Procurement and Contract Manager and management
â€¢ Preparation of bidding documents for procurement of works, goods and services
â€¢ Preparation and Publishing of tender notice in different medias
â€¢ As a member of evaluation committee responsible for evaluation of bids, proposals and quotations for different procurement methods
â€¢ Preparing and issuing contracts and purchase orders for different procurement methods on due time to meet the deadline
â€¢ Under supervision of Procurement/Contract Manager, the Deputy Procurement Manager will be responsible for monitoring and management of all procurement contracts.
â€¢ Performing all kind of logistical activities for the office when required
â€¢ Other duties as assigned by Procurement/Contract Manager related to procurement functions
Qualification and Experience:
â€¢ University degree, from a recognized University, in Business administration, Commerce, Economic, finance or any other related field
â€¢ Minimum of three years work experience in procurement of goods, works and consultancy services.
Knowledge, Skills and Abilities:
â€¢ Must be computer literate in the use of word processor, spreadsheets and any other applications used in the procurement function
â€¢ Should have well developed interpersonal and communication skills, strong negotiation skills, and ability to create team spirit
â€¢ Having full knowledge of Afghanistan Procurement Law and procedures.
