About Swedish Committee for Afghanistan (SCA)

Job Summary

SCA currently implements four large programmes within health, education, disability and rural development. The organisation has embarked on a transition from large-scale delivery of sectoral services to project-oriented implementation of development programmes. SCA has also recently made the transition into adopting Results-Based Management (RBM) as its overall approach to development programming. Among the greater challenges inherent in this process are to enhance monitoring and evaluation of SCA’s programmes within the RBM framework, while building capacities and systems internally for monitoring and evaluating outcomes, quality and impact. Furthermore, the link between lessons learned, best practices and programme development are in need of further strengthening. In light of this, SCA is creating a new Planning, Monitoring and Evaluation Unit (PMEU), which will form part of the Policy and Quality Assurance Department.
The Deputy PME Coordinator leads the M and E component within the PMEU and has a team of M and E staff at his/her disposal. S/he reports to the PME Coordinator, directly leads and coordinates the establishment, maintenance and development of an effective Results-Based Management system, ensures that efficient and effective data management systems are in place, takes initiative to specific case studies and minor research (in collaboration with relevant Programme Units), and provides technical advice, backstopping, and training to the Programme Units and Project Management staff on issues related to M and E.

Duties & Responsibilities

Technical Management, Coordination and Support
• Design, maintain and develop an efficient and effective M and E system
• Establish baselines and standards for SCA programmes
• Design measurable indicators, identify measurement methodologies and timeframes
• Provide insight to management on results achievements (inputs, process, output, outcome and impact)
• Coordinate the compilation, documentation, analysis and dissemination of knowledge emerging from monitoring systems and quality control
• In cooperation with Programmes, coordinate regular evaluations and corresponding management responses of project and programme components
• Support in preparing proposals and reports, through providing data and statistics
• Guide and coordinate sound and efficient management information systems, including appropriate data bases
• Facilitate and coordinate midterm reviews, external and internal evaluations, and assessments
• Provide assistance on small scale research and case studies
• Provide assistance on dissemination the findings through workshops and seminars
• Provide assistance to the overall Organisational Planning process and design of efficient Planning system

Supervision
• To guide and supervise the M and E staff
• To lead and coordinate M and E field staff, when so assigned

Networking
• To liaise with external consultants, research centres and other relevant agencies
• To participate as an SCA representative in relevant external forums
• To present SCA achievements, impact, and findings of different studies to relevant external forums

Capacity Building
• To analyse and identify needs for training and capacity building of SCA staff within M and E
• To coach and train staff in order to promote capacity and technical skills within M and E
• To participate in arranging workshops, seminars and training sessions for increased capacity on M and E

Job Requirements

• Academic Degree in relevant field of expertise, preferably at Master’s level
• At least three years of professional experience of Planning, Monitoring and Evaluation with an INGO/UN agency
• Substantial experience of management and coordination within a development context
• Good planning, analytical and troubleshooting skills
• Excellent interpersonal and communication skills
• Team builder
• Demonstrated skills in training and coaching staff at different levels within an organisation
• Proven ability to prioritise, delegate, handle multiple tasks and meet deadlines
• Proficiency in English, Dari and Pashto
• Highly IT and computer literate, particularly in data base management
• Willing to travel in all SCA programme areas
• Ability to cope with a stressful environment
