UNDP has been providing gender technical support to the Government of Afghanistan through the Ministry of Womenâ€™s Affairs (MoWA) since 2002. In 2007 UNDP signed its project on Institutional Capacity Building for Gender Equality (Gender Equality) with the MoWA and the Ministry of Economy (MoEc) to strengthen capacity of selected state institutions for the advancement of gender equity and womenâ€™s empowerment in Afghanistan. During the 3 year duration of the Project from 2007-2010 (May), it developed effective gender mainstreaming models and strengthened the capacity of government ministries and institutions at national and sub-national levels. On completion of this Project, UNDP, Afghanistan has developed a new project which builds on the piloting initiatives of the previous project and focuses on 3 key objectives which are in line with the goals set out in the ANDS for gender equity and consistent with the Millennium Development Goals of gender equality and empowerment of women. The project has three components. These 3 objectives are:
1) Scaling up of capacity-building and policy development interventions of partner ministries through the development and implementation of sound governance strategies at the national and sub-national levels in partnership with line ministries (with emphasis on the Ministry of Womenâ€™s Affairs, MOWA), parliament and other institutions and networks engaged in the promotion of gender equality, including the development of gender-sensitive learning channels and production of knowledge-based products on gender mainstreaming.
2) Focus on the socio-economic empowerment of women through the design and implementation of demand-driven and context-specific poverty alleviation activities in line with major national policies.
3) Facilitate the inclusion of women in the peace and reintegration process by establishing linkages with relevant UNDP projects/initiatives of other development partners and initiatives for promoting a gender inclusive approach.
In addition, the emphasis of the new project is to enhance the capacity of the counterparts and other ministries and institutions involved in the implementation of the project both at the national and sub-national levels. The position of the Deputy Project Manager has been created to support the management of the implementation of the new Gender Equality Project.
Duties & Responsibilities:
The Deputy Project Manager will work under the direct supervision and guidance of the Project Manager, Gender Equality. S/he will work in close collaboration with the UNDP CO, particularly with the members of Democratic and Governance Unit, Program Policy Support Unit and operations and other UNDP Projects. S/he will undertake the following functions:
Summary of key functions:
â€¢ Assist in the overall management of Gender Equality Project;
â€¢ Oversee project monitoring and reporting activities;
â€¢ Provide leadership and ensure harmonious coordination among project staff, partners, stakeholders and other actors;
â€¢ Coordinate resource mobilization efforts.
1. Assist in the overall management of Gender Equality Project, focusing on achievement of the following results:
â€¢ Provide support to the Project Manger in overall planning, management coordination and administration of the project. Set up a coordination mechanism to work on improvements in the field of justice for women with the key project partners;
â€¢ Provide support in the overall implementation of work plans for the achievement of all outputs and results as outlined in the project Result and Resource Framework within the defined timeframe;
â€¢ Contribute in leading and coordinating the project team in project implementation and operation;
â€¢ Represent the GE Project in meetings and serve as officer-in-charge during the absence of the Project Manager.
2. Oversee project monitoring and reporting activities, focusing on achievement of the following results:
â€¢ Ensure regular progress, final narrative and financial status reports are prepared and shared with all concerned in timely manner.
â€¢ Ensure timely monitoring, review of the progress of all dimensions of the project implementation and share reports with partners concerned
â€¢ Ensure adequate support provided to the monitoring and evaluation mechanism, particularly for the establishment of the gender M and E system and in its operationalisation.
3. Provide leadership and ensure harmonious coordination among project staff, partners, stakeholders and other actors, focusing on achievement of the following results:
â€¢ Provide technical support to the project staff;
â€¢ Ensure that the Project Board meets on a regular basis and is kept abreast of the reality on the ground;
â€¢ Provide support in strengthening programme outreach: maintain congenial relationship with implementing partners, stakeholders and project teams in different locations;
â€¢ Provide support to internal coordination of TAs to MoWA and other concerned ministries;
â€¢ Provide support for efficient and effective project implementation and operations at the sub-national level;
â€¢ Maintain liaison with implementing partners, particularly the civil society organizations and maintain up-to-date data and operations in the field;
â€¢ Help ensure timely communication with project counterparts and build their capacity in respect areas in accordance with the work plan.
4. Coordinate resource mobilization efforts
â€¢ Lead and/or undertake resource mobilization efforts within the programme, including the development of a strategy in this area;
â€¢ Help draft project proposals, briefings, identifying possible new areas of co-operation for the promotion of gender equality.
5. Assist in ensuring that GEP meets standards of a UNDP project, focusing on achievement of the following results:
â€¢ Ensure GEPâ€™s compliance to Country Office requirements;
â€¢ Manage the flow of work and information between GEP and UNDP Country Office/ other UNDP projects;
â€¢ Help promote synergies between and among UNDP projects;
â€¢ Provide support in the preparation of project audit, evaluation and reviews and provide technical and substantive inputs in accordance with UNDPâ€™s policies and procedures for final review and evaluation;
â€¢ Perform other duties as assigned by the Project Manager from time to time.
Education and Experience:
â€¢ Masterâ€™s or bachelorâ€™s degree in Gender, Management, Development or in any other related social science disciplines;
â€¢ Relevant working experience in the field of gender and development , programme and operations management, project implementation, strategic advice, policy advice, substantial experience in supervising administrative staff;
â€¢ With masterâ€™s degree 5 years of experience and with bachelorâ€™s degree 7 years of experience is required;
â€¢ Familiarity with major gender issues in Afghanistan and commitment to gender equality.
â€¢ Demonstrated skills in leadership, organization, administration, negotiation, diplomacy, team building and staff supervision;
â€¢ Strong interpersonal and peopleâ€™s management skills;
â€¢ Proven report writing skills and capacity to work under constant pressure, to meet tight multiple deadlines and to maintain flexibility to meet high demands;
â€¢ Thorough knowledge and understanding of Afghanistanâ€™s cultural, political and development context and the priorities of the Government of Afghanistan (GoA);
â€¢ Must be a self-starter;
â€¢ Proficient in computer application programmes particularly in MS Office;
â€¢ Management experience with UNDP will be a distinct advantage.
â€¢ Excellent spoken and written skills in English;
â€¢ Proficiency in Dari and/or Pashto.
