Job Summary:

This position is a Subject Matter Expert (SME) within the Ministry of Interior (MoI), Facilities Directorate, in Kabul. The position title is Design Architect. The position pay is gross 25.000 Afs per month. No salary supplements exist.
Incumbent serves as a Ministry of Interior (MoI) Subject Matter Expert (SME), providing technical advice on design of facilities within the ministry. This Design architect position is in the Facilities Directorate, Engineering Design Branch. This position is subordinate to the MoI’s lead SME Architect. The position has responsibility for planning, developing, designing, and coordinating a broad range of architectural and engineering activities which includes supporting the efforts of facilities design and construction management team carrying out the many facets of design and construction activities for complex infrastructure and development facilities, office facilities, mission critical facilities, hospitals, barracks, generator and electrical power houses, guard post structures, parks and technical institutional support facilities. Under the direction of the lead Architect SME, incumbent leads a team of designers in both drawing up the plans for and supervising the construction of these facilities. His/her skill set combines the disciplines of architecture, engineering and construction. Incumbent must have strong management skills to guide his/her team, stay within a budget and provide direction to contractors, subcontractors and suppliers with regard to project scope, budget, and schedule.

Duties & Responsibilities:

Preparing in-house designs, specifications, cost estimates and scheduling for architectural and engineering aspects of projects.

Discussing the objectives, requirements and budget of a project;

Preparing and presenting feasibility reports and design proposals

Advising the design team on the practicality of their project;

Using IT in design and project management, specifically using computer-aided design software; keeping within financial budgets and deadlines;

Producing detailed workings, drawings and specifications;

Specifying the nature and quality of materials required;

Reviewing tender applications and presentations;

Negotiating with contractors and other professionals;

Preparing applications for planning and building control departments;

Preparing tender documents for contracts;

Project managing and helping to coordinate the work of contractors;

Controlling a project from start to finish;

Regular site visits to check on progress, ensuring that the project is running on time and to budget;

Resolving problems and issues that arise during construction;

Ensuring that the environmental impact of the project is managed; and

Work with the training director to develop training for the other engineers regarding design architecture.

Job Requirement:

Educational Qualification:
BS Degree in Architecture and Design
Must be fluent in English, written and oral and also fluent (written and oral) in either Pashto or Dari.
Applicable Experience:
Desired: 2 years of specialized experience equivalent to being an expert in his/her field, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above and knowledge of Microsoft suite of applications.
