The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities

Job Summary:

Under the direct supervision of the Engineering Section Head the design engineer will be responsible for the project selection/Identification, Conducting Design and review the designs as per the required standards. Also the Design Engineer will have the overall responsibility to instruct the technical surveyors in topographic survey of command area, cross section and long section of the schemes and structures. He will directly report to the Engineering Section Head.


Duties & Responsibilities:

He / She has to work in close coordination with the Engineering Section Head and other team members to ensure timely delivery of designs.

His duties would include but NOT limited to;

·      Participate in the project selection/Identification.

·      Participate in proposing improvements packages in the schemes.

·      Carry out walk through survey with Relevant Team members for collecting the data needed to prepare designs of the ID irrigation Schemes;

·      Conduct Designs and review the designs as per the required standards;

·      Perform designs and cost estimation of the irrigation schemes including all irrigation infrastructures e.g. field turnouts, drop structures, culverts, weirs, and community access points;

·      To contribute the technical surveyors in topographic, cross-sectional, and longitudinal surveys of the irrigation schemes;

·      In close coordination with other team members, decide on location, type and length of the water course for improvement and provide details to the survey team for technical survey;

·      Keeping in mind technical and site limitation decide on the appropriate types of technology to be used;

·      Make sure the prepared design is economically and technically feasible;

·      Prepare Bill of Quantities for smooth implementation of the project;

·      Participate and contribute in preparation of bidding documents and relevant civil work procurement activities.

·      Provide best estimates of the prepared BOQ as per the GIROA and Local market rates;

·      Provide detail list of the machinery, equipment and personnel required for timely implementation of the sub- projects;

·      Prepare detailed and realistic implementation plan for the designed sub-projects, keeping in mind climatic, remoteness, and technicality of the project in accordance to the required resources for the project implementation;

·      Spot checking and certification of ongoing physical works;

·      Save additional copies of all designs/drawings and site plans in office server; and

·      Perform any other project relevant activity assigned by the Engineering Section Head and Supervisor.


Job Requirement:

The incumbent must be graduated from Civil or Hydraulic engineering faculty from a recognized university with general understanding of (design of canal, water control gates, flow measurement structures, siphons, culverts, construction of flood control levees etc.) and should be able to use survey equipment. 

·      Good Command on Auto CAD, Civil 3d, and Ms. Office especially in Ms. Excel;

·      The incumbent should be competent in hydraulic calculation and assessment.

·      Minimum 5 years of work experience required;

·      Must be efficient in completion of the assigned tasks on time on the office/sites;

·      Good capability to read, write and speak English, organization skills, desire to learn, and basic computer literacy;

·      Ready and willing to travel to the projects’ sites.

·      Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

·      Must have good report writing skills; and

·      Ability to work under pressure.

·      Good command on Auto CAD, Civil 3d, Eagle Point, and Ms. Office skills.

·      Must have good report writing skills.
