About Afghanistan`s Peace and Reintegration Programme :
UNDP Afghanistan is supporting the Government of Afghanistan to implement the Afghanistan Peace and Reintegration Programme. This programme is supported by the international community and the United Nations to bring long term security and stability to Afghanistan. To implement this programme, a Peace and Reintegration (P&R) Trust Fund will be established to support various reintegration efforts, including training programmes, development activities and technical support.
The Development Officer will work under APRP Office
Duties & Responsibilities:
â€¢ The Development Officer will work closely with APRP partners listed above to provide development activities in support of the community recovery phase of APRP. He/she will directly report to the Development Departmentâ€™s Head.
Objectives will include the following priorities:
Leadership and Management
â€¢ Lead and manage Joint Secretariat activities with, and maintain relationships to, line Ministry Representatives and cells (MRRD, MAIL, MoED, MOLSAMD, MoPW), as well as their counterparts in the provinces as appropriate;
Programme Management and Development
â€¢ Maximize participation of, and timely execution of programmes by, all relevant line ministries supporting the APRP;
â€¢ Provide APRP subject matter expertise in order to assist MAIL in mobilizing the design and stand-up of the APRP Agricultural Conservation Corps (ACC) and integrating the activities of the ACC in direct support of APRP objectives;
â€¢ Provide APRP subject matter expertise in order to assist MoPW in mobilizing the design and stand-up of the APRP Public Works Corps (PWC) and integrating the activities of the PWC in direct support of APRP objectives;
â€¢ Assist line ministries to issue planning guidelines and guidance on national, provincial, district and community level execution of the APRP;
â€¢ Assist line ministries in establishing and managing statements of work for execution of community recovery, and the process for Ministry and subcontractor proposal appraisal and approval;
â€¢ Assist development of capacity building initiatives for community recovery staff, Line Ministry reps and sub-national governance entities;
â€¢ Quality control of programme budgets;
APRP Subnational Execution
Assist APRP cells in key line ministries to develop strategies for their ministerial support to APRP at the provincial and district level, and provide ministerial cells with interim and basic monitoring and evaluation of development tasks;
â€¢ Oversee development and delivery of planning and execution guidance to the line ministries;
â€¢ Coordination with the international community, especially aid organizations and Ministries and attendance at relevant meetings;
â€¢ Adherence to APRP procedures and standards in execution;
â€¢ Occasional travel as part of Joint Secretariat team to various provinces of Afghanistan to mobilize community recovery programmes.
â€¢ Demonstrate integrity in explaining and delivering the work of the Joint Secretariat;
â€¢ Promote the vision and mission and strategic goals of the programmes;
â€¢ Treat all members of the team fairly without any discrimination;
â€¢ Excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity and ability to form a coherent team;
â€¢ Ability to identify and analyze the requirements and needs for better implementation of the programme;
â€¢ Ability to find an appropriate solution for the existing problems;
â€¢ Ability to plan the task and perform the duties with coordination of the team;
â€¢ Abilities to prepare clear and concise high quality reports in English Dari and Pashto, both orally and in writing;
â€¢ Supervisory skills and ability to monitor and develop staff performance;
â€¢ Excellent communication skills;
â€¢ Remain calm in stressful situations;
â€¢ Must be dependable/ responsible and resourceful.
â€¢ Higher degree in Development/Economics/Engineering/Public Administration or related Field.
â€¢ Minimum 1 year government / NGO experience in development;
â€¢ Must be computer literate;
â€¢ Proven skills to manage a diverse team and relations to Afghan partners;
â€¢ Fluency (written and spoken) in Pashto or Dari.
â€¢ Basic proficiency in written and spoken English.
