About Chief Advisor to The President On Agriculture and Development:
Our office is focused on water, sanitation and hygiene; and increasing the competitiveness of Afghans agricultural goods, improving livelihoods, and increasing household incomes.
The Development Specialist will work with the development of public-private partnership initiatives and activities by exploring, implementing, and advocating for opportunities to engage the private sector, public sector, and community groups and by creating and improving economic opportunities, specifically in the water, irrigation and agriculture sectors as well as other sectors in country.
He will provide technical expertise on public-private partnership issues, such as the development of strategies for outreach to the private sector. Also, he will coordinate projects in terms of economical, technical, policy and strategic planning, including meetings with collaborators and donors.
Duties & Responsibilities:
Economic Development 40%
Provides economic development support for the current ongoing projects;
Oversees multiple projects involving economic development;
Maintain professional development in the field of economic development;
Agriculture Development 20%
Oversee the expansion process for existing agriculture plant locations and designing appropriate projects;
Provide support to local agriculture plants for community initiatives;
Provide intellectual and coordination support on initiated developmental projects;
Coordinates commercial commodities development projects, and serving as the liaison between the development customers and government departments.
Ministerial Development Projects 20%
Responsible for processing and reviewing all ministerial development projects;
Schedule and coordinate meetings, events and other similar developmental activities;
Maintain and update a monthly developmental project matrix;
Prepare meeting agendas, minutes, notes and internal support materials
Identify, assess, and recommend potential private sector partners and partnership opportunities;
Provide technical assistance to project stakeholders relative to the structuring of PPPs and outreach to the private sector;
Maintain a database of public-private partnership activities;
Develop and implement outreach strategies to the private sector.
Prepares prospect proposals, and prepares grant applications for submittals.
Coordinate with other donors, local organizations and other government bodies;
Maintain relationships with other government partners;
Presenting information in variety of formats.
Minimum Required Qualifications:
Bachelor’s Degree in business administration, economics, finance, or another relevant discipline from an accredited university, Master’s degree preferred;
At least three years of experience with sector development and facilitation of public-private partnerships, preferably in the national development context;
Experience in working as part of a donor-funded project to facilitate partnerships with the private and public sector stakeholders is a plus point;
Proficiency in written and spoken English, prefers will be given to IELTS and TOFEL holders.
- Knowledgeable and has experience in data collection, data analysis and research
- Able to write memo, presentation and proposal related area
- Works well both independently with minimal management direction and with team
- Have analytical skills and possess creative and intuitive problem-solving ability
- Have possess outstanding writing and editing skills in English and Pashto/Dari
- Proficiency in written and spoken English, prefers will be given to IELTS and TOFEL holders.
