Description of the Post:
The Director, Assets Registration has the responsibility of developing systems and processes ensuring the registration of asset declarations and frequently supervision, monitoring and evaluation of the activities of the directorate.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system for better quality services delivery and also a work plan in agreement with his/her supervisor.
2. Develop systems and processes ensuring the registration of asset declarations:
a. -Develop the necessary forms for asset declaration.
b. -Design and develop the necessary computerized systems for registering asset
c. -Generate database of all assets declared.
3. Ensure that asset declarations are submitted in a timely manner through the development of a follow-up mechanism.
4. Establish archive system for storing asset declarations in hard copy as well as electronically and ensure that the archive system is fully searchable in order to allow for quick identification of specific asset declarations.
5. Responsible for ensuring the verification of asset declarations received, in collaboration with the Case Tracking and Review Department ensure that the asset declarations of all asset declarations submitted by officials required doing so under Article 154 of the Constitution.
6. Develop system for randomly sampling for verification asset declarations submitted by all government officials and Develop mechanism to ensure follow-up on the accuracy of asset declarations when necessary
7. Daily supervision and Monitoring and evaluation of the activities of the directorate and preparation of reports.
8. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve technical ability, motivation and confidence.
9. Any other task assigned by the supervisor.
Results expected:
• Action Plan implemented.
• Necessary systems and processes to ensure effective management and operation of the
Asset Registration Department is in place.
• Forms, documents and formats for Asset Declaration Proper reporting mechanism developed.
• Computerized system for receiving, storing, administering assets developed.
• Database and data analysis systems for managing assets developed.
• Follow up mechanism established
Reporting and supervisory role:
The Director, Assets Registration will report to the Deputy Director General Policy and Oversight.
Minimum requirements:
1. A Master degree in Public Administration, Business Administration, or Economics with 3 years of relevant experience in Sr. positions at national and international organizations. Or a Bachelor degree in the mentioned subjects with 5 years of relevant experience.
2. Written and spoken in Dari, Pashto and English languages.
3. Computer skills, MS office packages, such as Word, Excel and PowerPoint.

 Ability to formulate strategies and policies, and create innovative approaches.
 Ability to translate general corporate strategies into time-bound strategic action plans and specific operational work plans and field activities.
 Strong ability to prioritize workload and meet simultaneous and competing deadlines.
 Strong communication and organization skills.
 Professional demeanour and exhibit a strong sense of responsibility, reliability and ethical posture.
 Ability to use Microsoft office applications and the internet.
