Ministry of Mines, Multi Location
The Ministry of Mines is mandated to regulate all mineral and hydrocarbon activities in Afghanistan and to develop, promote and ensure the efficient management of the Minerals industry by the private sector for the benefit of the people of Afghanistan. The Director-General Regulation Enforcement will lead and manage the operations of the Regulation General Directorate in support of the strategic objectives of the Ministry of Mines.
1. Within six weeks of appointment, assesses current performance and capacity and defines clear, actionable, medium-term strategic plan for better and more transparent implementation of sector policies, laws and regulations. Ensures that the strategic plan supports the Ministry of Mine’s mission and vision, objectives and priorities and drives day-to-day behavior of all employees within the General Directorate of Regulation.
2. Contributes to forthcoming Pay and grading reform process.
3. Takes responsibility for the quality, timeliness, consistency and accuracy of advice on all regulatory matters handled within the Ministry of Mines.
4. Oversees the implementation of a fair, predictable and transparent mineral, hydrocarbon and ground water rights licensing system ensuring entities issued such rights have the necessary technical and financial capabilities and ability to comply with contract and license conditions.
5. Ensures that the General Directorate implements compliance strategies, which balance consultation, education and enforcement, conducts these strategies in a transparent manner in compliance with the laws and regulations of the country.
6. Oversees the development and implementation of plans for provincial delivery of regulatory services.
7. Advises the Minister/Deputy Minister, as appropriate, on any emerging regulatory matters, particularly as they may impact on established sector policy positions.
8. Oversees and promotes staff development and motivation, including ensuring staff under his/her supervision develop and improve their technical capacity and keep up to date with international best practice systems in their substantive areas, and ensures that government HRM rules and regulations are consistently implemented.
9. Ensures that the General Directorate Regulation fulfils all of the reporting and administrative requirements of the Ministry of Mines, and complies with the national legislation.
10. Acts as part of the Executive Management team for the Ministry of Mines and coordinates all key activities and initiatives of the General Directorate Regulation.
11. Contributes to the improvement and streamlining of the current regulatory regime in coordination with the General Directorate of Policy and Promotion.
12. Builds and maintains strong relationships with variety of relevant stakeholders, including national and international government and non-government organizations.
Results expected
1. A proper medium – term strategic plan is established and implemented.
2. An effective system of regulation enforcement is established.
3. A functional and efficient system of monitoring and evaluation for the activities of the directorate is put in place.
4. A proper mechanism for sustainable transfer of capacity is developed within the department.
5. An appropriate recording, filing and reporting system is established.
Reporting obligations
The Director General Regulation Enforcement shall report to the Deputy Minister of Regulation and Coordination.
- Minimum requirements
1. A Bachelor’s degree in relevant Engineering, Science Discipline or any related fields with 5 years of relevant experience.
2. A Master’s degree in similar fields with 3 years of relevant experience.
3. Written and spoken, Dari or Pashto and English.
4. Computer skills, competency with MS Office packages such as Word, Excel and PowerPoint
- Desirable attributes
1. Experience of licensing, monitoring and compliance would be a major advantage
2. Political and analytical skills of a high order, as well as the ability to organize and delegate responsibility
3. Excellent report writing and communication skills
4. Excellent IT skills
5. Good personal management skills particularly to be able to bring organizational and cultural changes over time
