About Ministry of Commerce and Industries:
The Director Legal Department will work to provide secure industrial space with reliable power and water to businesses in Afghanistan. He or she will achieve this through reviewing and reforming the governance arrangements for industrial parks and upgrading and managing the nine parks owned by the MOCI.
The purpose of the parks is not only to provide affordable land with core facilities to businesses, but also to facilitate cooperation and cross fertilization of ideas and strategies amongst companies
Duties & Responsibilities:
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor (Minister or Deputy Minister).
2. Work with the Minister and Deputy Minister for Private Sector Development and Industry to clarify and improve governance arrangements for Industrial Parks.
3. Update the policy for Industrial Parks in Afghanistan.
4. Secure funding for a voluntary redundancy programme to retrench staffs that are unable or unwilling to work in the new Directorate, and to assist staffs who wish to leave to find new positions.
5. Lead and manage the day to day operations of the whole Directorate, determining work priorities, ensuring deadlines are met, and developing strategies to ensure operational efficiency and effectiveness now and into the future.
6. Manage the functioning Industrial Parks in Kabul, Mazar and Parwan.
7. Complete the building of those Industrial Parks under construction in Jalalabad, Mazar and Parwan.
8. Conduct a thorough examination of the possible locations for new industrial parks, including the feasibility of upgrading the existing partially functioning industrial parks in Kandahar, Helmand and Herat.
9. Provide oversight of the management and development of new Industrial parks including contracting out responsibilities for development of industrial parks and managing contractors.
10. Engage with the Divisional Deputy Minister and the Policy and Strategy Unit (PSU) on mechanisms for monitoring and evaluation (M and E) to include data gathering, analysis and reporting, that meet the needs of the Division.
11. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
1. An appropriate action plan is developed and implemented.
2. Proper systems for Private Sector and Industry development maintained.
3. Broad expertise on developing strategies exists.
4. Proper reporting, analysis and briefing mechanisms are established.
5. An effective system of information flow and documentation developed.
6. An appropriate and functional filing system is put in place.
7. Proper work processes are established within the department.
8. An effective internal and external coordination system is in place.
9. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
The Director, Legal Department will report to the Deputy Minister for Private Sector and Industry Development.
â€“ Minimum requirements
1. Masterâ€™s degree in Business Administration, Economics, Management, Financial Administration, and Commerce, or any other related fields with 3 years of relevant experience. Or a Bachelor degree in the mentioned subjects with 5 years relevant experience.
2. Excellent Communication skills both written and verbal in Dari or Pashto and English languages.
3. Computer skills in MS. Office are required.
1. Knowledge and understanding of legal and legislation issues in Afghanistan and familiarity with international best practices in this field.
2. Strong analytical skills and ability to suggest a range of possible solutions to problems.
3. Good verbal and written communication skills.
4. Strong and proven leadership skills and the ability to motivate and lead a team or a group of professional staff.
5. Good interpersonal skills and ability to establish and maintain effective working relations.
6. Planning and organisational capabilities â€“ able to set priorities and monitor work plans against objectives.
7. Able to produce reports and other documents up to a professional standard.
8. Ability to use Microsoft office applications and the internet.
9. Must be reliable, honest, objective and hard working.
