Job Summary

Global Partnership for Afghanistan is searching for a Director of Finance and Administration for our Kabul headquarters. The position, which reports to the Executive Director in Kabul, will supervise all administrative and finance staff in both NYC and Kabul as well as administrative activities in Afghan field offices. Candidates should possess solid management experience in multi-cultural settings with non-governmental organizations.

The Director of Finance and Administration manages the organization’s administrative and financial operations by directing and coordinating activities consistent with established policies, objectives, and strategies. Follows direction set by the Executive Director and Board of Directors. Implements policies and processes to ensure attainment of organization’s goals. Provides management, direction and structure for GPFA’s administrative and finance functions, including financial records and reporting, IT and communications, facilities management, human resources services, insurance, office services, purchasing, logistics and security.

Duties & Responsibilities

• Oversee the financial functions in Kabul and New York City with overall responsibility for budgeting, monitoring and reporting, and forecasting of all income and expenditures.
• Ensure financial audit compliance and financial transparency.
• Responsible for managing all administrative functions, including human resources services, insurance, office services, purchasing, security, information technology (IT), communications, facilities management, records management.
• With Executive Director, manage the recruitment, hiring and training staff, including selection, capacity building, and performance reviews.
• With Executive Director, develop staffing plan to meet organizational needs in New York and Afghanistan offices. Identify staff technical, administrative and finance gaps and resources available or needed to meet gaps.
• Ensure timely annual staff appraisals are implemented in all departments.
• Responsible for producing relevant job descriptions of finance and administration personnel and to provide input to program departments on all job descriptions.
• Assist in designing a comprehensive staff development and training plan with particular responsibility for finance and administration staff.
• Ensure circulation of, and compliance with, all necessary GPFA contract models, policies and procedures, including but not limited to staff contracts, personnel manuals and related documents.

Job Requirements

• Bachelor and/or Master degree preferably in finance or business administration.
• At least 5 years experience working in the field of international NGO administrative and financial management with supervisory responsibilities.
• Comfortable in a multi-cultural working environment.
• Ability to work independently and in a team within a complex, cross-border environment utilizing internet communications and emails.
• Strong supervisory skills, including the ability to set goals and hold personnel accountable.
• Able to work in a systematic and organized manner within set time frames.
• Excellent English skills in writing, speaking and reading.
• Dari and Pashto writing, reading and speaking skills desirable but not required.
• Excellent computer and financial management software skills and competencies.
• Excellent human relations skills.
