• Management responsibility for timely design and development of EDP instruments for selected target districts across Afghanistan in accordance with the CARD-F’s Business Plan;
• Support to the Executive Director in business planning and design of the overall CARD-F roll out strategy
• Leadership and management of the CARD-F Operations Team (OT) at national, provincial and district levels. The Operations Team in turn is responsible for the design and oversight of implementation of EDPs (implementation of which is done in conjunction with line ministries such as MRRD and MAIL).
• Support the Executive Director to develop the strategy and work plan covering all operational activities and regularly monitor progress to ensure CARD-F objectives are being met, and in addition, ensure the quality of OT outputs and their consistency with the overall objectives of the CARD-F;
• Work collaboratively with CARD-F Monitoring and Evaluation staff to ensure that the OT outputs are consistent with good intervention design to ensure accountability and effective performance management of EDP interventions;
• Ensure the development of CARD-F methodologies, policies and procedures that relate to the development of EDPs and their subsequent management;
• Advise, support and guide operational teams and staff on the implementation of CARD-F activities in an approach which develops their capacity and skills;
• Coordinate EDPs for presentation to the Executive Director for approval and subsequent submission to the CARD-F Inter-Ministerial Committee (IMC);
• Supervise external technical assistance and short term consultants that is mobilized to support development of EDPs;
• Ensure appropriate resources and logistical support arrangements for the operational teams to effectively undertake their roles;
• Prepare progress reports, briefings as agreed with the Executive Director for Government and key Donors;
• Support the Executive Director in meetings and presentations with Ministers and Donors in and promoting the CARD-F;
• Undertake additional tasks and responsibilities which may be reasonably expected of the role and as necessary, including travel throughout Afghanistan
• Masters degree in Business Administration, Economics, Agriculture or related field from a recognized university
• 5-10 years of relevant work experience including five years in a supervisory/management role.
• Good leadership, communication and interpersonal skills and ability to motivate others.
• Must be fluent in English, Dari, and Pashto.
• High level of computer literacy.
• Willingness to travel through out Afghanistan
