Duties & Responsibilities

• Manage and guide the Provincial Health Office (PHO), supervise the implementation at the provincial level of the policies, strategies and plans of the Ministry of Public Health.

• Responsible for ensuring the effective coordination of activities of all health providers (MoPH, NGOs and private sector) in the Province.

• Develop annual planning and budgeting, using a mechanism that involves all relevant stakeholders at the provincial level.

• Ensure that the principles of cost-effectiveness, equitable distribution of health services and equal access are followed. The emphasis should be on community participation and sustainable approaches.

• Evaluation of the staff of the provincial office based on the current policies of the MoPH, recommending actions for MoPH staff, assignments, relocation and promotion. Strengthening and building capacity of the PHO staff, through trainings, systematic appraisals (three months, nine months and one year), revision of job descriptions, development of PHO work plans, and provision of equipment.

• Chair the Provincial Coordination Committee (PHCC), Provide quarterly and annual report to the Ministry through the Provincial Liaison Department.

• Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve technical ability, motivation and confidence

• Any other task assigned by the supervisor.





Results expected:

• Action plan implemented.

• Reports on supervision of implementation of MoPH policies and strategies documented and filled.

• Effective coordination mechanism with all health providers established.

• Annual plan and budget prepared and mechanism for involving all stakeholders established.

• Mechanism for measuring community participation and equitable distribution of health services established

• Reports on evaluation, recommendation and trainings of staff exist.


Reporting Obligation:

Director of PHO will report to Minister through Provincial Health Liaison Department.

Job Requirements

Minimum requirements

1. A Master degree in Health, public health with 3 years of relevant experience in related positions at national and international organizations.

2. A Bachelor degree in the mentioned subjects with 5 years of relevant experience.

3. Written and spoken in Dari, Pashto and English languages.

4. Computer skills, MS office packages, such as Word, Excel and PowerPoint.
