About HEDP / MoHE:

 

Afghan policy makers perceive higher education as a vital engine of growth and development. The higher education system produces a pool of high level human resources, including policy makers, administrators, managers, entrepreneurs, engineers, medical personnel, highly skilled technicians, as well as qualified teachers and academics, that are essential for economic development. The availability of such a pool of well-educated human resources will be of central importance for the overall future development of the country. Recognizing this, the Government of Afghanistan and the World Bank (WB) have agreed to support the higher education sector through a Higher Education Operation that will succeed the previous Strengthening Higher Education Project (SHEP). The new Higher Education Development Project (HEDP) will support the overall Government’s own effort to expand and strengthen its higher education sector. THE PROJECT The proposed project contains two components: (1) A program component that finances strategic initiatives to develop the higher education sector. The strategic initiatives are (a) increasing participation in universities in priority degree programs for national economic development, (b) modernizing and enhancing the quality and relevance of teaching and learning; (c) expanding the professional qualifications and skills of academic and technical staff; (d) strengthening governance, quality assurance and accreditation; and (e) stimulating development orientated research. And (2) a program operations and technical support component that would support project coordination, implementation, monitoring and evaluation, research activities, human resource development for academic managers and administrative and technical staff, policy studies, beneficiary satisfaction surveys, communications and policy dialogues. The Director of the Operations and Monitoring Support Team (OMST) in the Ministry of Higher Education (MoHE) will coordinate and facilitate the implementation of HEDP in close collaboration with its relevant departments. . OPERATIONS AND MONITORING SUPPORT TEAM Support under OMST will cover coordination, technical assistance (TA), monitoring and evaluation, research and policy studies, and communication. The technical assistance and capacity building activities of this component will assist the MoHE to implement the development initiatives of the NHESP-II. Policy studies could include tracer studies of graduates to analyze their job search and labor market experience, as well as beneficiary satisfaction surveys of staff and students of institutions and programs supported by HEDP. Resources for communication would enable higher education authorities to disseminate development initiatives to political authorities, policy makers, academics, students, and the general public. The team would help MoHE to fine tune policy reforms, such as piloting and evaluating innovative approaches to promote female enrolment in priority programs. Component 2 of the Projectwill also finance the incremental operating costs of an Operations and Monitoring Support Team (OMST) in the MoHE.

Skills Description:

·        Ensure efficient and timely preparation and implementation of the all project activities.

·        Design evidence based program and implementation roadmaps and support the implementation of all key subprograms.

·        Prepare Annual Work Program and Budget and Training Plan for all components/subcomponents of the HEDP for review by the Project Steering Committee.

·        Administer and monitor the research activities and grants.

·        Provide appropriate and timely technical analysis, advice and recommendations to the HEDP Steering Committee as well as the universities on various issues including technical matters, financial management, human resources needs, and other administrative matters of concern and follow up on the actions and decisions taken by the HEDP Steering Committee.

·        Work closely with the MOHE leadership and the relevant directorates to ensure that key project-related issues are discussed and addressed in a timely manner.

·        Manage and Coordinate the activities at the all participant universities, in consultation with the Project Steering Committee, and facilitate the establishment of University Steering Committees at the Universities.

·        Work with the Project Steering Committee and the participant universities on the preparation and implementation of five year rolling institutional development plans by the Universities, consistent with the NHESP II, and preparation/issuance of Annual Progress Reports by the Universities. .Prepare quarterly reports of HEDP progress including budget commitments, expenditures, status of progress towards the achievement of results indicators and DLI targets, any issues together with OMST’s recommendations for the HEDP Steering committee, universities, and the World Bank in accordance with the format agreed with the World Bank.

·        Develop and implement time bound M&E improvement plans for all aspects of the project.

·        Prepare the terms of reference and commission and manage third party monitoring/validation activities including independent surveys, and impact and process evaluation studies.

·        Maintain the database and documents for all M&E activities.

·        Support the monitoring and resolution of audit issues.

·        Oversee financial reporting for the project and sector, prepare IUFRs for monitoring and disbursements (withdrawal applications) as well as prepare project Annual Financial Statements and render them for independent audit. The financial oversight and reporting should take into account appropriate budget planning and projections necessary for projection implementation within the available financial resource envelope.

·        Maintain close oversight of the safeguards issues during project implementation and pro-actively communicate and engage in problem solving of any such issues.

·        Coordinate procurement functions for all activities under Component 2 of the project and manage a procurement complaints handling system.

·        Ensure donor coordination particularly between the HEDP and USAID financed higher education project.

·        Facilitate all coordination/monitoring meetings on behalf of the Project Steering Committee, prepare meeting agendas and issue Minutes of meetings.

·        Manage the technical assistance component of the project and coordinate all TA activities.

·        Communicate key findings from M&E activities at the MoHE and University levels.

·        Undertake other tasks as assigned by the Project Steering Committee to achieve the purposes of the HEDP operation.

Qualifications:

REQUIRED QUALIFICATIONS AND EXPERIENCE

Senior academic / administrator with at least a Master’s degree in Business Administration, Management, Economics, Science, Engineering, Public Administration, or other relevant field, and a minimum 5 years of relevant work experience. Experience in World Bank funded higher education or other relevant projects will be an advantage particularly in senior level and/or executive administrative positions.

REPORTING

The Director will produce a succinct monthly report which includes:

·        Summary of work completed, in timeline work plan form, containing comments on progress and or any impediments to progress, against outputs and activities listed in the Project Log Frame. (Suggested format of one time line for each activity under each main output, with one line under each activity showing progress and a third for comments on progress, and action).

·        Highlighted difficulties faced and areas requiring attention.

·        Summary, in basic competency checkboxes for key assessment criteria, of capacity building progress of the assigned team, along with suggestions, such as further training, for remedying any identified impediment to individual capacity building progress.

·        This report will be delivered monthly to the H.E. Minister of Higher Education for review and guidance, and will be held in the HEDP office. All other reports included under Key tasks.
