Ministry of Public Works, Multi Location
The Director, Quality Controle will be resposible to ensure coordination of decisions and functions of the Ministry of Public Works (MoPW) with Quality and Control Directorate and make sure that all MoPW decisions and functions/activities to achieve its strategic objectives with regard to MoPW vision, mission and values and international standards are monitored effectively and efficiently.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his supervisor.
2. Prepare quality and environment department policy for policy board and prepare monthly activities reports of Quality and Control Directorate of MoPW. Control quality and working environment of MoPW projects and technical programs.
3. Provide reports to the Minister’s office and other top managers about the activities and system of the department and recommendation for its development.
4. Lead, monitor and coordinating of all activities related to design, development and implementation of Public Administrative Reform.
5. Make sure about the planning, quality and project management of all projects and technical programs of MoPW according to the guideline of the project management and ensuring of the effective communication related to the directorate with external entities.
6. Ensure that all MoPW activities are conducted in accordance of the requirements of ISO 9001 and ISO 14001 and according to the law and regulation. Reporting to the Minister’s office about any relevant defects and lacking area.
7. Make sure that the process of monitoring and survey is according to the customers and participants satisfaction, agreement and implemented according to the current guidelines.
8. Record all related grievances and make sure that all of them have been met.
9. Decision evaluation (decision made about quality and environment) of the management board and policy board and make sure that all necessary steps are taken to meet the requirements timely.
10. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve technical ability, motivation and confidence.
Results expected:
1. An appropriate action plan is developed and implemented.
2. Making policy for policy board ensured.
3. Quality and working environment of MoPW projects and programs controlled.
4. A proper reporting system of activities and recommendation for its development in place.
5. Activities related to design; development and implementation of PAR (Public Administrative Reform) monitored.
6. All related grievances recorded.
7. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
Reporting obligations:
The Director General, Transport Infrastructure, will report to the Minister of MoPW.
Minimum requirements:
1. A Master degree in Engineering (road construction, civil) with 3 years field experience, And a Bachelor degree in the relevant areas with 5 years field experience.
2. Excellent Written and spoken Dari or Pashto and English languages.
3. Computer skills, MS office packages, such as Word, Excel and PowerPoint.
Desirable attributes:
1. Able to develop an action plan for refurbishing the system in accordance with rules and regulations for better quality control and services delivery.
2. Broad expertise in making policy for Policy Board.
3. Excellent analytical ability and good interpersonal skills and ability to establish and maintain effective working relations.
4. Report writing skills and recommendation for its development.
5. Excellent verbal and written communication skills
6. Planning and organizing ability – able to set priorities and plans and monitor work plan against objectives.
