The District Development Director is the lead interlocutor between community leaders, government officials and the ASI program at district and community level in order to develop grant activities to support economic and social development.
The District Development Director will:
• Represent interests of the Afghanistan Stabilization Initiative (ASI) and the U.S. Government as primary point of contact for the program in that district.
• Address issues of concern for local communities and oversee consultative processes with GIRoA structures and target communities
• Identify potential grantees and prepare grant concepts for USAID/OTI approval, and enter data into Activity Database (including relevant geographic positioning system/GIS coordinates)
• With Assistant DDD, develop proposals, activity work plans, and M and E plans in collaboration with grantees
• Identify lessons learned and recommendations from each grant with the ASI team
• Initiate the local recruitment process for STTA under grants
• Evaluate grants achievements
• Review and monitor quality and accuracy of data entered by Assistant DDDs in the Activity Database
• Monitor the political environment
• Bachelors Degree preferred.
WORK EXPERIENCE
• Minimum of three years experience with project design, development and management on development-type projects.
SKILLS
• Experience in community participation and consensus building projects and/or those that are political in focus.
• Ability to understand and analyze national, regional, and local (tribal) Afghan politics.
• Knowledge and skills to design grants that interface between government and communities and that relate to current political events.
• Preferably from the region that they will be working.
• Fluency in English and Pashtu required. Dari is a plus.
SUPERVISORY RESPONSIBILITIES:
• Will provide management supervision for District Development Team – Assistant District Development Director, Procurement, Grants Specialist and Q/A Construction Engineer
BASE OF OPERATIONS:
Paktika, Barmal District with substantial travel throughout the region.
REPORTING:
• Reports directly to Field Director
