About Afghanistan Stabilization Initiative (ASI) :
The regional Q/A Construction Engineer provides technical support to district level engineers who are implementing a portfolio of small and medium-sized infrastructure subprojects. This position conducts direct supervision of subproject packaging and scheduling, environmental reviews and compliance monitoring, validates designs, budgets and work plans, and conducts progress monitoring. Ensure that all regional infrastructure projects are completed within the available timeframe, allowing sufficient time for close down, demobilization, handover, final invoicing, and, if necessary, contract termination.
The Regional Q/A Construction Engineer will provide technical assistance to district engineers for all ASI infrastructure subprojects in five current district offices and in additional district offices as the program expands.
Duties & Responsibilities:
OBJECTIVES AND DUTIES:
â€¢ Supervises small- medium scale infrastructure projects, including design review, inspection, testing for quality control/quality assurance and monitoring for all grant activities.
â€¢ Implements the ASI-East Environmental Management System (EMS) â€“ with the district engineer, makes thresh hold determinations for activities and sub-activities and accordingly identifies mitigation measures; incorporates mitigation measures into project design and drafts monitoring plans.
â€¢ Reviews and obtains approvals for construction/infrastructure activity designs.
â€¢ Reviews activity timelines and monitors work plans to ensure infrastructure projects are on schedule and/or that problems are identified and addressed in a timely manner.
â€¢ Conducts monitoring visits at all infrastructure project sites, including unannounced visits in order to monitor progress and ensure compliance with all requirements.
â€¢ During monitoring visits, collects data for analysis and as necessary recommends corrective actions.
â€¢ Provides technical review of all invoices for regional infrastructure subprojects submitted according to project invoice review procedures;
â€¢ Conducts the training for district development team engineers on the grants management system (TAMIS), and ASI-East policies and procedures.
â€¢ Supervises the receipt, review, and appropriate filing of subproject contract deliverables including QA/QC plans, project work plans, health and safety plans, mix designs, and material samples.
â€¢ Manages monitoring of grant activities by district engineers during the implementation cycle to ensure product quality.
â€¢ Interfaces with grantees, sub-contractors and vendors as required ensuring transparent program processes are upheld.
â€¢ Participates in final review and close out of grant activities.
â€¢ Other duties as assigned.
â€¢ University degree in Engineering or similar field of study.
â€¢ Three years with a large portfolio assistance program providing Q/A construction supervision and oversight.
â€¢ Six to eight years of experience working in a complex and challenging field operation in unstable developing countries
â€¢ In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions.
â€¢ Ability to work independently, think creatively and apply problem solving skills and provide technical supervision
â€¢ Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
â€¢ Level 4 proficiency in written and spoken English and native fluency in Pashto and Dari required.
â€¢ The Regional Quality Assurance and Construction Engineer will provide technical supervision to District Development Team grant implementation staff.
