Job Summary:

The Swedish Committee for Afghanistan (SCA) will be implementing the SCA Northern Rural Fund project (NRF) funded by the Embassy of Sweden / Sida. NRF will contribute to development of four to five districts in the Northern Provinces by responding to assistance proposals from CDCs. The development goal for the NRF is Strengthened rural civil society by means of community mobilization and short term financing and will follow principles similar to the National Solidarity Programme (NSP) and be complementary to it.
The project activities will be based on proposals from CDCs which will be selected for implementation. The projects may entail vocational training skills, repair and construction of buildings for education and health services, establishment and repair of water supply and sanitation structures, road improvements, rehabilitation of irrigation structures, and other social sector/collective purpose needs identified by the communities.
The District Team Leader for SCA is part of the project management team and works directly under the Project Manager and closely with the Senior Mobilisation/training Officer and Engineering Senior Officer. Together with engineers, social organisers and district staff at district level works in an efficient and transparent manner to achieve the overall goals of the NSP through the community development councils (CDCs). District Team Leader is leading the team at district level and overall responsible for implementation of project activities at the district level. District Team Leader will be based at Mazar Project Office but regular and frequent field visits to the districts of Charbolak and Chamtal are compulsory. District Team Leader should build good relation with influential bodies and key stakeholders including DDAs at the district level to ensure smooth and convenient implementation of project activities.
She or he reports to the NRF project Manager.

Duties & Responsibilities:

• To monitor and supervise Social Organisers, Engineers and district level staff on a day-to-day basis at the district level and through field visits ensure good relation to members of the concerned villages
• To assist the engineers and Social Organisers in planning and overseeing implementation of development projects at the community level
• To promote and initiate meetings between CDCs, government agencies, NGOs and other actors at the district level
• To be innovative, creative and have the ability to deal with different models for service delivery with special focus on community participatory strategies
• To ensure Social Organizers conduct relevant trainings to the community members with special focus on female inclusion in the trainings
• To give extra attention and promotion to female participation and training, both in regards to staff and at CDC level
• Together with the NSP senior officers, plan the action-plans for all staff of the district teams and ensure team-spirit and good cooperation between the different units of the project
• To actively evaluate the security situation at district level and implement strong adherence by staff on security regulations and precautions
• Keep proper and updated records of all district level activities

Job Requirement:

• Graduated degree from college or university
• At least four years work experiences in a similar position with a well known NGO or UN agency
• Documented familiarity of community development projects at grass root level with community participation
• Proven competencies in monitoring of development activities and projects
• To have a very good command in English, Dari and Pashto (spoken and written)
• To have a good supervisory, monitoring, analytical and trouble shooting skills
• Good computer skills in MS Word, Excel and Internet
• Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational background Sound communication skills, to be honest, well mannered
• Familiarity with the Northern region where the NRF activities are situated, especially Charbolak and Chamtal Districts is an advantage
• Ready to work, live and travel in an intricate and strenuous environment
• To be an Afghan citizen
