The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level. CARD-F seeks to provide a means of designing, coordinating, funding and implementing high-impact interventions through an integrated Economic Development Package (EDP) for targeted districts. EDPs address issues of markets, agricultural production, processing and infrastructure in an integrated manner to promote growth and build on- as far as possible- existing programs and projects. CARD-F functions under the auspices of an Inter-Ministerial Committee comprising: Ministry of Agriculture, Irrigation and Livestock (MAIL), Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). CARD-F has successfully completed its Phase 1 and its Phase 2 will last until the end of 2018 and during this time CARD-F plans to cover all Provinces in Afghanistan. CARD-F is also a sub-component of the National Priority Program 2 (NPP2). While presently externally funded by the Government of United Kingdom (DFID) and the Government of Denmark (DANIDA), other donors such as USAID, European Union and JICA have shown keen interest in funding CARD-F beyond its Phase 2.

Duties & Responsibilities:
â€¢ Work closely with the District Governor and all his team, along with members of the District Development Council (or its precursor) to ensure mutual understanding and a successful working partnership
â€¢ Responsible for managing the day to day CARD-F District office operations and supervising the district data gatherers from MAIL and MRRD;
â€¢ Ensure the implementation of all district level CARD-F programme to identify and/or verify economically advantageous interventions
â€¢ Lead the field work, advise, support and mentor district data gatherers in the implementation of CARD-F activities;
â€¢ Prepare situation reports which assist in the identification of economic potential with the district;
â€¢ Ensure that all information collected is accurate, properly recorded and registered in accordance with CARD-F systems and procedures and delivered to the Provincial Team in a timely manner;
â€¢ Provide clarification and additional assistance as required by the Provincial Team, especially with proposal preparation
â€¢ Ensure coordination and communication with relevant stakeholders and partner organisations at the district level;
â€¢ During project implementation provide follow-up and collect information as required by the Provincial Team;
â€¢ Ensure appropriate resources and logistical support to enable CARD-F employees to effectively undertake their roles at the district level;
â€¢ Undertake additional tasks and responsibilities which may be reasonably expected;
â€¢ University graduate with 4 years relevant experience or high school graduate with relevant experience;
â€¢ Experience with participatory and rural appraisal techniques and approaches, along with project planning or similar is desirable;
â€¢ Good leadership, communication and interpersonal skills and ability to motivate others.
â€¢ Fluency in English, Dari and/or Pashto.
