About UNOPS:

 

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency. The functional objective of UNOPS AGOC is to deliver its projects in an efficient and effective manner, so as to achieve the outcomes sought by the project and to assist in the development goals of the Government of Afghanistan. The stated goal is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of Afghanistan. The adopted mission of UNOPS is to exceed the expectations of our stakeholders.

Job Summary:

AGOC is currently implementing a project with the purpose of constructing the Arthal Bridge in Kabul. The project aims to contribute to achieving a safe, functional and integrated transportation network that ensures connectivity and that enables reliable movement of people and goods in the capital city of Kabul, through the construction of 42 meter bridge across the Kabul River which divided the city north and South parts. This project is the part of Kabul Urban Roads Improvement Project (KURIP) formulated by Kabul Municipality and indicated as a critical location for the traffic flow in the city.

Duties & Responsibilities:

Under the guidance and supervision of the Jr. Admin/Finance Officer and Project Manager, the Driver provides reliable and safe driving services for the transport of authorized personnel. The Driver has a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

Specific Responsibilities
Provides reliable and secure driving services by:
 Driving vehicles safely for the transport of authorized personnel, materials and equipments;
 Collecting and delivering mail, documents and other items;
 Meeting official personnel at the airport and facilitating immigration and customs formalities as required.

Ensures proper use of vehicle through:
 Accurate maintenance of daily vehicle logs;
 Provision of inputs to preparation of the vehicle maintenance plans and reports.

Ensures the day-to-day maintenance of the assigned vehicle by:
 Checking oil, water, battery, brakes, tries, etc.;
 Performing minor repairs and arranging for major repairs;
 Ensuring that the vehicle is kept clean at all times.

Ensures availability of all the required documents/supplies including:
 Vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts;
 Maintenance of accurate fuel logs.

Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident.
Performs other related assignments as requested by supervisors


3. Monitoring and Progress Controls

 Vehicle must be maintained clean at all times
 Accident- and incident-free
 Checking of maintenance and fuel logs on a regular basis

4. Final Product
 To transport goods and personnel safely and in compliance with security and traffic rules from location to point of destination.
 Driving condition target of vehicle achieved.
 Quality of vehicle book data.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Job Requirement:

a. Education

 Completion of secondary school or equivalent desirable;
 Drivers training highly desirable.
 Certificate in AV/B6 an asset.

b. Work Experience
 Two years work experience as a driver with a safe driving record from a local or International organization.
 Knowledge of driving rules and regulations and skills in minor vehicle repairs.
 Valid drivers license a must


c. Key Competencies

 Fluency in written and oral English required.
 Excellent knowledge of driving rules and regulations and skills in minor vehicle repair
 Good knowledge of Kabul and the current condition of roads and highways, security and safety awareness; ability to apply good judgment in the context of assignments given.
 High sense of responsibility; operate in compliance with road and safety regulations and rules.
 Excellent knowledge of protocol
 Excellent knowledge of security issues
