Under the supervision and administrative guidance of the Programme Coordinator, the DRR Specialist:
1. Supports the programme/project team in the day-to-day management of Disaster Risk Reduction project-related activities;
2. Provides advice to programme team and facilitates knowledge building.
3. Provides technical expertise and guidance to all project components, and supports the project operational managers in the coordination of the implementation of planned activities under the project as stipulated in the project document/work plan;
Specific tasks:
· Provides technical inputs for the review of DRM training materials and curricula and adjustment to the specific needs of the beneficiaries and to specific needs for male and female; development of a capacity development/adaptation plan to staff and other stakeholders as ANDMA, RRD; supervises the training.
· Supporting / conducting a risk analysis / hazard mapping; technical input for designing development plans based on the risk analysis (infrastructure measurements); technical support developing emergency plans and establishing / adjustment of an early warning system
· Support to establish Disaster Management Committees; support conducting meetings and give technical input
Supports the Pillar II team in the day-to-day management of Disaster Risk Reduction project-related activities
1. Assumes specific responsibility for the technical input in carrying out critical project activities, with the project team; for risk assessments, the improving of early warning dissemination, the strengthening of public awareness strategies, and the establishment of a provincial DRR network;
2. Provides input to the development of technical training packages for all target groups and provides a peer review function; in certain cases, carries out selected training events;
3. Assists with the selection process, recommends best candidates and approaches; provides training and backstopping where necessary; and
4. Provides technical inputs into the work of the multi-stakeholder coordination mechanisms at local and provincial/regional levels and other relevant institutions.
Provides advice to programme team and facilitates knowledge building.
5. Serves in a mentoring and back stopping function to staff, as relevant;
6. Advises on key policy and legal issues pertaining to the project; engages on and contributes to dialogues on local and provincial level;
7. Ensures Knowledge Management and Learning, provides technical inputs in conducting DRR related research as well as the dissemination of research findings and recommendations to the stakeholders; and
8. Identifies and documents DRR programming best practices and lessons learned.

The key results have an impact on the success of the project, and therefore the country programme within specific areas.
Competencies
· Highly developed analytical skills, particularly from a multi-disciplinary perspective, with the ability to integrate multi-disciplinary knowledge;
· Demonstrated ability to conduct high quality output oriented research and writing of technical reports, papers and documents;
· Good interpersonal communication and coordination skills;
· Demonstrated ability to work under high pressure conditions and meet deadlines;
· A good understanding of disaster risk management concepts and approaches and their relationship with sectoral and sustainable development;
Job Requirements
Education
· A Bachelor degree in social sciences, rural development, disaster risk management, development studies or other field of studies related to disaster risk reduction (A Master degree or Diploma or certified relevant to DRR theory/practice will be considered as an advantage).
Experience
· Minimum 7 years of professional experience in disaster risk reduction field of work;
· Proven record of experience in capacity building, inter agency/department coordination, policy advocacy. In addition, the incumbent should be able to handle MS Office suite applications (Word, Excel, Outlook, and Power Point).
Language Requirements:
Good oral and written command of English and Pashtu/Dari language.
