The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level. CARD-F seeks to provide a means of designing, coordinating, funding and implementing high-impact interventions through an integrated Economic Development Package (EDP) for targeted districts. EDPs address issues of markets, agricultural production, processing and infrastructure in an integrated manner to promote growth and build on- as far as possible- existing programs and projects. CARD-F functions under the auspices of an Inter-Ministerial Committee comprising: Ministry of Agriculture, Irrigation and Livestock (MAIL), Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). CARD-F has successfully completed its Phase 1 and its Phase 2 will last until the end of 2018 and during this time CARD-F plans to cover all Provinces in Afghanistan. CARD-F is also a sub-component of the National Priority Program 2 (NPP2). While presently externally funded by the Government of United Kingdom (DFID) and the Government of Denmark (DANIDA), other donors such as USAID, European Union and JICA have shown keen interest in funding CARD-F beyond its Phase 2.
To provide technical leadership and support in the continuing development and maintenance of the economic appraisal capability of the CARD-F management team.
Duties & Responsibilities:
â€¢ Delivery of ex ante and ex post economic and financial appraisals and analysis needed to demonstrate benefits and value for money in the prioritisation, selection and subsequent performance of interventions included in EDPs.
â€¢ Provision of guidance, direction and advice to other CARD-F team members on information requirements needed for evaluating economic performance in rural infrastructure and agricultural development sectors. This includes identification of economic performance indicators as well as data needs for baselines and benchmarking, and contribution to commissioning and undertaking primary and secondary research.
â€¢ Contribution to the design of interventions in EDPs to ensure that these meet the economic development challenges faced by productive sectors in target districts.
The job holder provides expert technical inputs, support and advice on behalf of the CARD-F, specifically:
â€¢ Demonstrating the application of current best practice in the economic analysis field in relation to agriculture and rural development;
â€¢ Contributing to the design and implementation of relevant field research, including surveys;
â€¢ Conducting economic and impact analysis of CARD-Fâ€™s proposed interventions in target districts.
â€¢ Supporting the provincial and district teams in developing effective consultation methodologies for undertaking qualitative and quantitative problem analysis relating to economic development.
â€¢ Supporting economic intervention formulation and planning processes including developing/advising on sustainable development strategies, plans, policies and programmes to meet CARD-F goals and objectives;
â€¢ Representing the CARD-F management team at the local (district), provincial, local and central levels in technical consultations and forums with other institutions of GoIRA and with international cooperation partners and commercial partners etc;
â€¢ Supporting monitoring and evaluation team in the development of appropriate survey formats for baseline data collection for monitoring and evaluation purposes.
â€¢ Through his/her work, contributing to the development of relevant rural statistical and economic data that enhances intervention design and decision-making by stakeholders in CARD-F; and
â€¢ Exercising effective management of workload.
â€¢ Any other task required by CARD-F Operations Director.
â€¢ First degree in Economics or Social Sciences, preferably with training relating to agricultural economics;
â€¢ Masters degree in Economics/ Development Studies (from an accredited university) preferred.
â€¢ Career based specialisation or post graduate training in Economic Development Planning/Policy or any equivalent combination of education and training that provides the necessary knowledge and skills.
â€¢ 3 - 5 years progressive experience in sustainable development planning and policy with focus on the rural or agricultural sector;
â€¢ At a minimum, the post holder should have participated in or administered at least two quantitative and qualitative survey instruments;
â€¢ Knowledge and experience of undertaking sector level analysis techniques and experience in project appraisal including application of applied microeconomic and quantitative analysis.
â€¢ Must be fluent in Dari, Pashto and English.
â€¢ The candidate must be computer literate, with proficiency in MS Office applications including Excel. Experience in the application of statistical analysis software is preferred.
