Duties & Responsibilities:

The Education in Emergencies Officer will undertake the following responsibilities:
 Oversee and provide technical support to the development process of emergency preparedness, and
strategic response plan to strengthen education service delivery for children and adults during
emergencies and conflicts at national and provincial level;
 Provide technical support and coordination between provincial EiE working groups and General
Directorate of General Education on development of annual operational plan at national and

provincial level, budget and procurement plan, storage capacity and stock plans and support
relevant departments;
 Coordinate National EiEWG and engage NGOs and UN partner agencies to ensure that EiE
activities are in line with the government policy, guidance, technical standards and
obligations/responsibilities as well as INEE Minimum Standards for EiE;
 Oversee the development of M&E system for emergency preparedness and response plan for
education activities during emergencies and conflicts;
 Provide technical support to MoE on measures to accelerate implementation of emergency response
plan on the spot during emergencies and conflicts;
 Coordinate and conduct needs-based joint monitoring visits with MoE EiE related partners in
emergencies and conflict affected provinces;
 Coordinate monthly meetings between MoE and partners to facilitate joint technical discussions on
EiE programs and activities;
 Act as a ministry focal point in forums and discussions related to the national education sector
strategy during emergencies and conflicts;
 Develop a detailed results-based work plan; and
 Provide other support to the DoPE as required.
Deliverables
 Revise EiE response plan and operational plan;
 Monthly and quarterly progress reports based on the emergency response plan activities;
 Prepare reports on MoE and partners meetings to facilitate joint technical discussions on the EiE
programs and activities;
 Qualitative and quantitative reports based on ministries requirements on the schools/districts
covered under EiE;
 Compiled monthly reports from all provincial EiEWG;
 Reports of the field monitoring visits/consultations conducted;
 Represent MoE in all forums and discussion related to EiE and conflicts;
 A detailed results-based work plan.

Job Requirement:

A minimum of Bachelor’s Degree in Education, Social Sciences, Public Administration or other
relevant areas. Master’s degree in Education, Disaster Management or other related field
preferred;
2. At least four years of experience in management position in education or other relevant field;
3. Strong leadership, team building skills, staff management and capacity building experience;
4. Experience in data management and good analytical skills;
5. Good writing/reporting skills;
6. Training, facilitation and interpersonal communication skills; and
7. Fluency in written and spoken English and Dari/Pashto.
