. Policy Analysis
Contribute to preparation of a policy mapping plan;
Collect and consolidate and file systematically the existing education policy documents and
related data from MoE departments;
Assist the head of the Education Policy Unit, consultants and taskforces in consolidation and
analysis of existing policy documents;
Assist the unit staff and consultants in translating the existing education policy documents and
interpretation in the meetings/debates on education policy;
Contribute to development of a guideline for conducting national, provincial, district and
school level consultations for policy dialogue and analysis;
Consolidate, analyze and summarize the results of consultations; and
Review the education policies of other countries, summarize and present the policies relevant
to Afghanistan Education System’s context.

2. Policy Development
Assist the head of the Education Policy Unit and other related staff in developing the policy
development plan;
Contribute to the process of identifying areas for policy intervention, revision and
development;
Contribute to the process of developing the list of policy questions and policy options;
Assist the MoE departments and Education Policy Unit staff in evaluating the policy options;
and
Contribute to the process of drafting the policy document and presentation to the education
stakeholders.
3. Coordination
Develop a coordination guideline for conducting the following events:
Steering committee and working group(s) meetings at the ministry leadership level;
National policy debates;
Provincial, district and school level consultation meetings;
Stakeholder consultation meetings;
Coordinate the working groups/taskforces meetings on a regular basis;
Facilitate the data collection process in the Working Group meetings as well as Information
sharing; and
Undertake the responsibilities of a focal point in policy development processes carried out by
the MoE and its stakeholders.
4. Capacity development
Assist the unit’s civil servants and other MoE department’s staff in familiarizing with the
policy development process; and
Train at least two civil servant staff of the education policy unit in carrying out the day-to-day
policy development process.

A coordination guideline for working group, debates and consultation programs
Number of staff including civil servants trained in policy development process
Translated versions of related documents
At least Bachelors in Education, Business Administration, Public Administration or related
areas,
At least four years of professional experiences in educational planning, policy-making
Good knowledge and skills in educational planning and management
Good analytical skills
Good team work skills and attitude
Good command of English and national languages
