Aga Khan Foundation, Afghanistan is part of a dynamic network of development agencies currently operating in over 30 countries across Central and South Asia and East and West Africa. AKF,A currently manages and implements the largest, multi-sectoral development programme within the network and has built a strong reputation with the Government of Afghanistan, donors and local partners in a number of technical fields. At present, it is seeking an exceptional individual to fill the position of Education Program Coordinator (Rural Education Support Program) for its head Office in Kabul-Afghanistan.
The Education Program Coordinator is a key member of the education management team and will report to the National Director of Education. S/he is responsible for providing program support and coordination to AKF Rural Education Support Program (RESP) as well as support to other AKDN agencies and programs in Afghanistan. The scope of work includes overseeing the implementation of RESP outcomes as they relate to agreed log-frames and annual plans and donor requirements. The Education Program Coordinator is also responsible for donor relationship, including representing AKF and other AKDN education agencies in sector specific forums and working groups with relevant Ministries and donor partners. S/he works in close co-operation with the National and Regional Education Teams to ensure timely implementation and revision of YPO related to RESP when necessary. S/he will be based in Kabul, but with frequent travel to the program areas in three regions.
Duties & Responsibilities:
â€¢ Provide guidance and quality control for the development of proposals, including facilitation of planning and inception workshops in consultation with the National Director of Education, Head of External Relations and regional education teams;
â€¢ In consultation with National Director of Education, coordinate yearly planning of operations processes and tracking implementation of RESP plans and expenditure against budgets;
â€¢ Oversee activity realignment of program activities with donor requirements with the Regional Education Program Managers;
â€¢ Coordinate strategic planning and budget preparation meetings for RESP in consultation with National Director of Education
â€¢ Ensure delivery of high quality documents â€“ including reports, proposals, communications materials â€“ to external audiences;
â€¢ Act as an internal resource for RESP grant and donor related issues in close consultation with finance team;
â€¢ Represent AKDN in sector specific for and working groups with relevant Ministries and program and donor partners in order to influence policy formulation and process;
â€¢ Take the lead on identifying areas of integration with other sectors â€“ CD, EDP, NRM - and developing strategies of integration with appropriate actors
â€¢ In consultation with the Professional Development Unit identify local and international resources, teaching and learning materials for RESP which can be adopted
â€¢ Create good working interface with other AKDN institutions including AKES and AKU-IED
â€¢ Responsibility to create / manage/ track and report on budgets for specified programmes;
â€¢ Programme Management:
â€¢ Decision making responsibility in terms of defining and establishing parameters of the LFA/ YPOs for specified programmes;
â€¢ Reporting :
â€¢ Reporting on specified projects to donors according to agreed norms and deadlines
â€¢ Responsible for monitoring impact and reporting divergences from programme LFA and YPO to Education Director
â€¢ Advocacy for AKF
â€¢ Interface with MoE / Teacher Education Department and speaking on behalf on AKF at donor / partner meetings
â€¢ Represent AKDN/AKF and interface with donor agency groups at meetings and policy making forums.
Provide technical guidance to Afghan staff in areas of budget analyze/ report writing and YPO implementation.
â€¢ Background in education development and experience in post conflict situation, specifically in post-conflict situations;
â€¢ Proven experience in grant management across a complex series of integrated programmes;
â€¢ Excellent writing and reporting skills (English); Ability to communicate in Dari a strong asset.
â€¢ Good analytical mind with ability to grasp complex detail;
â€¢ Willingness to travel to remote areas with minimum facilities.
â€¢ Excellent computer skills with demonstrable ability to work on complex spreadsheets and budgets;
â€¢ Strong commitment to development issues and willingness to help build capacity of local staff.
