Aga Khan Foundation, Afghanistan is part of a dynamic network of development agencies currently operating in over 30 countries across Central and South Asia and East and West Africa. AKF,A currently manages and implements the largest, multi-sectoral development programme within the network and has built a strong reputation with the Government of Afghanistan, donors and local partners in a number of technical fields. At present, it is seeking an exceptional individual to fill the position of Education Program M and E Manager for its head Office in Kabul-Afghanistan.
The Education Monitoring and Evaluation Manager is a key member of the education management team and will report to the National Director of Education. S/he is based in Kabul with frequent travel to the regions. S/he works in close co-operation with the National Education Team, the Regional Education M and E Officers and AKF Evaluation Research and Learning Unit.
The development of a strong Monitoring and Evaluation system is central to providing evidence for the education program to better understand the impact and effectiveness of various programs as well as developing a consensus of what remedial steps need to be taken to further strengthen the program. The Education M and E Manager oversees and manages all monitoring and evaluation of inputs, outputs, and outcomes for an expanding portfolio of education programs. S/he is expected to take an active part in developing and supporting qualitative and quantitative research programs in education with consultation from the National Education team as well as giving support to the EMIS at national and regional levels.
Duties & Responsibilities:
â€¢ Plan and execute new and ongoing M and E initiatives for all the AKF education programs;
â€¢ Coordinate and review the Educational Management Information System (EMIS) and help regions to compile and document information; (this also includes developing databases);
â€¢ Supervise the regional M and E team and facilitate timely collection of accurate information and statistics for all programs;
â€¢ Take the lead in developing monitoring and evaluation â€˜toolsâ€™ for data collection of various programs that will meet the needs of AKF, government and donors;
â€¢ Develop new research initiatives in coordination with national and regional education team, based on program needs;
â€¢ Implement Impact Level and Qualitative Evaluations
â€¢ Build the capacity of the M and E team on data collection, data analysis and report writing as well as presentation skills paying particular attention to improving data quality;
â€¢ Provide timely and accurate statistical data to the National Education Team in order to facilitate donor reports.
â€¢ Conduct frequent monitoring field visits of the program area and generate reports;
â€¢ Provide timely feedback from the M and E and Research findings as well as share field observation reports to education team in preparation for ongoing presentation of the M and E Research to other education stakeholders.
â€¢ Work with AKF Evaluation, Research and Learning Unit to improve M and E and research initiatives, attending capacity building workshops offered by AKF-Afghanistan or Geneva as agreed with DoE;
â€¢ Provide timely and accurate statistical data to AKF Geneva as required and agreed with DoE
â€¢ Work with PACE-A as M and E working group member taking an active part in research programmes as required.
â€¢ Prepare data bases for evaluation of surveys
â€¢ Provide written reports on M and E research
â€¢ Prepare monitoring and evaluation tools
Provide training to regional M and E staff on use of M and E tools
â€¢ Human Resources
Prepare and complete performance appraisals for regional M and E staff with the REPMs
â€¢ Programme Management:
â€¢ Undertake full management of team of M and E officers in Kabul and in the field;
Form part of Senior Education Management Team in Kabul.
Minimum 3 years of experience in M and E preferably with an Education background, with key expertise in Social Science research
â€¢ Excellent command of English and local language ability
â€¢ Bachelors Degree in, Education, Business Administration, Information and Communication Technology (ICT) or other relevant field
â€¢ Good analytical mind with ability to grasp complex detail;
â€¢ Excellent command of all standard office related software with high expertise in Ms Excel and Access. Ideally experience with scientifically valid M and E with database management, such as SPSS/STRAT
â€¢ Team leadership and management skills in multidisciplinary setting; excellent interpersonal communications and mentoring skills; ability and willingness to travel through-out the program areas
â€¢ Strong commitment to development issues and willingness to help build capacity of local staff
