The Education Project Manager (EPM) is head of the Education Unit at Project Office (PO) level presently consisting of Training Officers, Education Assistant and School Consultants. S/he is responsible for the management of the SCA education project and for developing the project at field level in accordance to SCA Policy, the SCA education directives and work plans and budget holding responsibilities as described under. S/he is supposed to conduct regular visits to the education project sites as part of his/her project implementation mandates.
The Education Project Manager also ensures that projects are completed on schedule, with quality and within the budget. S/he collaborates closely with other units at the PO and ensures good and regular contacts/briefing with related provincial and district authorities and other external stakeholders.
The Education Project Manager reports to the Head of Education Programme.

Duties & Responsibilities:
â€¢ Frequently supervise education activities in the field, at least 15-20% of time should be in project sites.
â€¢ Ensure quality of the education projects through regular field visits, technical follow ups and evaluations
â€¢ Ensure preparations and follow up of action plans within the project
â€¢ Analyze the education data and share analytical reports/recommendations with the Education Programme Unit (EPU) on improving qualitative and implementation aspects of the education project.
â€¢ In collaboration with the Kabul-based Administration and Programme Implementation departments, ensures the timely provision and supply of the education materials to project office and schools.
â€¢ Advise and assist the Education Programme Unit and HRM section in recruiting the education staff.
â€¢ In collaboration with the Field Administration Unit, ensure the project staffs receive on time logistics support in performing their daily action plans and field visits.
â€¢ Contribute in writing proposals, work plans, reports and budgets as required.
â€¢ Ensure delegation and shared information within the project unit and with other units of SCA.
â€¢ Liaise and coordinate with relevant stakeholders at PO level, particularly with the Provincial Education Directorates
â€¢ Lead the unit in the budget preparations follow up, revisions and to secure accountable practices according to financial regulations.
â€¢ Ensure all payments, procedure for biding and procurements are according the SCA approved manuals.
â€¢ Through transfer of own knowledge and skills, enhances the ability of the PO education team.
â€¢ Identify training needs of PO education staff and to give recommendations to HRM or EPU on training of staff.
â€¢ Ensure that all PO education staffs have appropriate skills, knowledge and training to perform job functions.
â€¢ Coach and mentor PO education staff to ensure optimal results.
â€¢ Promote an attitude of team spirit and a strong focus on quality.
â€¢ Promote gender equality and human rights as well as non discrimination attitudes with regard to ethnic, political and religious background within his mandate of responsibilities.
â€¢ Coordinate and supervise the activities of PO education unit staff.
â€¢ Oversee and guide the implementation of the education activities according to the policy, strategy, work plan, budget and other guidelines.
â€¢ Participate in workshops, seminars and conference organised by the SCA management.
â€¢ Promote good coordination with other SCA projects, all PO units and other department at KMO especially ETU with regard to project planning, budgeting and other related issues.
â€¢ Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders.
â€¢ Participate actively in ensuring broad understanding and acceptance by local communities of the education projects and SCA in general.
â€¢ Actively ensure community participation in education projects.
â€¢ Actively contribute to the successful development and good reputation of the SCA.
â€¢ Graduated from relevant Faculty of University, preferably Education, Science or Literature
â€¢ At least five years experience in a higher managerial position within relevant field of a NGO or UN organisation, preferably with education project management experience
â€¢ At least five years working experience leading staff working with education based development projects
â€¢ Fluency in English, Dari and Pashto, written and spoken
â€¢ Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational background
â€¢ Ability to take initiatives, and pursue work proactively without being intensively supervised
â€¢ Good supervisory, leadership, analytical and troubleshooting skills
â€¢ Ability to support colleagues and provide/receive constructive feedback
â€¢ Solid knowledge of planning, budgeting and report writing
â€¢ Familiar with design, evaluation and monitoring of education projects
â€¢ Computer knowledge at operational level, SCA uses Ms Office standard software
â€¢ Ready to work, live and travel in an intricate and strenuous environment
