Reports to CEO of DCDA.
The electrical engineer will perform and accomplish the stated duties to the highest quality and standards, including the following:
• Operate computer-assisted engineering and design software and equipment to perform related electrical engineering tasks
• Plan layout of electric sub-stations, switching stations, junction stations, thermal power plants, and transmission and distribution lines.
• Review technical drawings, specifications of electrical systems, and topographical maps to ascertain the installation and operations conforming to standards and customer’s needs and satisfaction.
• Prepare specifications for purchase of electrical materials and equipments; possess complete grasp and understanding of tender provisions based on which the contract is prepared for the scope of work within assigned responsibilities.
• Input and coordination for staff training in the context of assigned scope of work.
• General coordination with internal and external stake holders, and holding responsibility for assigned scope of work during project execution.
• Input on documentation for assigned scope of work; need to compile the operation and maintenance manual(s) for final submission to the authorized engineer.
• Report work progress to project management team enabling them to conduct project meetings with the clients and steering committee.
• Inspect completed installation and monitor operations, to ensure conformance to the design and equipment specifications and compliance with operational and safety standards.
Academic Background:
• Minimum B.Sc. degree in Electrical Engineering or equivalent;
• Minimum 5 years experience of works;
• Good knowledge of Auto Cad;
• Previous similar experience in design, assessment, monitoring and implementation of project construction;
• Proven abilities to produce technical guidelines;
• Experience with disability issues is an asset;
• Excellent written and spoken Dari, Pashto and English with excellent communication skills are an asset;
• Good skill in organization;
Relevant Work Experience:
At least five years of experience in the field of electrical engineering, regulation, and developing public/private partnership experiences;
• Previous or related work with a similar project ~ both in scope and type;
• Experience in skillful usage of computer and office software packages; such as word, Excel, Power Point, etc.;
• Excellent knowledge of written and spoken English and Afghan national languages.
Monitoring / Reporting:
• Support the design unit in maintaining data on construction, operation by keeping accurate records of all technical support activities;
• Regularly report to the planning specialist and to the partners and stakeholders;
Administrative Skills:
• Ability to work effectively with people from diverse backgrounds;
• Sound organizational skills and methodical approach to work;
• Efficiency and result-orientation in a multi-tasking environment;
• Good in translation and interpretation skills;
• Self motivated, and good at trouble shooting;
• Ability to perform effectively under pressure and with short deadlines;
• Analytical and strategic thinking;
