Job Summary

This position is a Subject Matter Expert (SME) within the Ministry of Interior (MoI), Facilities Directorate, in Kabul. The position title is Electrical Engineer. The position pay is gross 25.000 Afs per month. No salary supplements exist.

Incumbent provides technical advice on all aspects of power generation. This position has responsibility for assisting in the development, designing, and coordinating a broad range of electrical engineering activities which includes participating in the coordination and design of electrical components of facilities design; coordination with the Ministry of Water and Energy regarding connection of MoI Facilities to city power systems; and assisting in the operation and maintenance of electrical components including generators. The incumbent functions as a technical electrical design expert in electrical engineering for building and site systems. Building systems include medium and low voltage power distribution, lighting, grounding, and uninterruptible power (UPS). Site systems include power distribution systems design; develops independent analytical methods of design validation; recommends changes to contract designs. Incumbent must have experience with electrical safety interlocks, with hands-on design validation and testing of electrical circuits.

Duties & Responsibilities

The incumbent will provide expert advice in all areas of facilities design and construction, estimating, scheduling, safety measures with an emphasis on electrical systems.

Provide calculation and Designing Electrical drawings for Afghan National Police Facilities

Familiarity with the latest Electrical Engineering Software

Coordinate with Projects Designer in drawing up electrical systems

Performs duties in the electrical section on aspect of ongoing projects

Provide work plans for electrical engineering for buildings

Create regulatory filing systems for electrical engineering projects

Prepare electrical engineering and technical specifications pertaining to engineering projects

Prepare the estimation of facility electrical systems

Coordinate with the subordinate branches on electrical activities

As an SME, the incumbent designs centralized and mission-specific projects under established and/or proposed program objectives. Serves as SME on both design and construction phases of Facility Engineering Projects. Accomplishes varied and complex project management duties in conjunction with coordinating project teams and making decisions affecting areas of responsibility.

Responsibility for applying standard engineering methods and techniques in the performance of various phases of electrical engineering, together with all necessary calculations pertaining thereto in connection with designing the electrical features assigned to the section generally appurtenant works such as sizing of power requirements and design of administrative facilities, powerhouses, warehouses, pumping plants, housing and appurtenant structures and recreational facilities. Responsible for coordinating all phases of electrical design engineering, construction, and inspection; resolving field problems through interpretation of contract documents and amendments; reviewing and approving shop drawings; approving invoices for payment; recommending actions to be taken to maintain projects on schedule and within budget. Develops training for laborers regarding generators and electrical distribution.

Job Requirements

Educational Qualification/Degree, Diploma, Certificates

Bachelor’s Degree in Electrical Engineering. MS degree is a Plus

Fluent in English, Dari and Pashto

Technical writing and presentation skills

Familiarity with the latest Design software, Ms Office and Auto Cad programs (Elite Power source)
Experience:
In addition to the Basic Education Requirement, applicant must have specialized experience in his/her field, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.
Specialized experience is defined as experience applying the professional electrical engineering concepts, principles, and practices in the specialty area of facility development and experience modifying standard practices to solve a variety of complex engineering problems.
