Da Afghanistan Breshna Sherkat (DABS) is a self-sufficient and independent corporation established under Islamic Republic of Afghanistan’s Joint Stock and Limited liability corporations’ act. This corporation changed legal entity and replaced Da Afghanistan Breshna Mosesa (Afghanistan electricity company), as a national electricity corporation on 15th of Sawr 1387 SH, in accordance with May 04, 2008. Da Afghanistan Breshan sherkat (DABS) commercially manages generation, import, transmission and distribution of the power electricity across the country.
Transmission Line Engineer is responsible for physical progress of the project, and coordinatation of all technical matters of the project with PIU and DABS Operations:
a.Coordinate with consultant’s/contractor’s project manager and other experts on project implementation schedule and procurement arrangements in accordance with World Bank’s guidelines and procedures.
b.Assist DABS to review and provide inputs to the engineering designs and technical specification of HVDC Transmission Line in accordance with relevant technical standards;
c.Assist national team leader and PIU to supervise contractors and project implementation as per approved design and approved execution schedule; Propose to the PIU and to the Owner’s Engineer of any modifications/changes required during project execution;
d.Assist national team leader and PIU to prepare quarterly and annual monitoring reports in coordination with the Project Owner’s Engineer to be delivered to the MEW, IGC Secretariat, Ministries and the project financiers. The report would cover progress on each project component, implementation of key features, key performance indicators, the Annual Work Plan for implementation, annual funds required for implementation with breakdown by finance, update on disbursement profile, planned actions for mitigating negative effects during construction and target indicators for the coming fiscal year.
e.Provide working supervision, leadership and technical oversight to DABS on HVDC OHL asset management
f.Develop SMART indicators for tracking project progress, and document the status of project activities, deliverables, targets and results;
g.Provide on the job training (OJT) to counterpart engineer on the field of expertise.
h.Ensure project implementation as per approved design and approved execution schedule
i.Propose and direct Owner’s Engineer of any modifications/changes required during project execution
j.Provide solutions to issues encountered at implementation stage.
a. At least Bachelor’s degree in Power/Electrical Engineering.
b.At least five years of relevant continuous work experience in power projects (overhead transmission lines - 110/220 kV or above)
c.Experience with donor-funded projects will be an added advantage.
a.High level of IT skills, particularly in Microsoft Office Package
b.Excellent English language skills are required.
