The scope of duties of the Employment Service Centre (ESC) Manager covers supporting the employment linkage issues related to Components 1 and 2, and developing the general services provided by the Employment Service Centers. These revolve around employment opportunity searches and the linkage with potential employees for successful placement. In all cases, training for employment should result in sustainable and worthwhile employment and so the role of the ESCs is critical in supporting that aim. ESCs must retain an updated database of employment opportunities, network very extensively and forge good relationships with all potential employers, maintaining those relationships at all times. The ESCs must also advertise their services widely so as to attract those seeking employment, interview and register them and try to match them with suitable opportunities.
The ESC Manager will manage male and female Interviewing and Counseling Officers; He/she will also be expected to liaise with the NSDP project technical team and the MOLSAMD Entrepreneurship Cell in order to assist in improving the employment rates of all components of the NATEJA project.
The ESC Manager will work under the direct supervision of Program Coordinator and under the overall responsibility of the Program Executive Director of NSDP.
The duration of the assignment will be 12 months and will involve the following activities:
Duties & Responsibilities:
a. Managing the staff of the center, overseeing the data collection, database management and interviewing and counseling activities;.
b. Networking on a daily basis with existing and new establishments in order to seek new job opportunities for those seeking employment;
c. Ensuring that the employment opportunities are constantly updated and that a system is in place to record and de-register those who find employment;
d. Working in harmony with the NATEJA central and regional teams and the Entrepreneurship Cell of the MOLSAMD and provide support for employment linkage for all Components of the NATEJA project;
e. Maintaining all databases and share employment opportunity data with project-related and other training providers;
f. Establishing a reliable MIS and reporting system such that the ongoing placement performance of the center can be tracked and remedial action taken to maintain placement performance at the highest possible level.
g. Carrying out localized labor market enquiries to support the work of the MOLSAMD LMID and the NSDP in maintaining up-to-data labor demand data.
Job Location:Afghanistan, Bamian
a. Bachelor degree in business administration, economics, or human resource development or other related field;
b. 5 years’ experience with a private sector, government agency or any national or international NGO in human resource development and employment services;
c. Ideally, experience working within the labor and employment services sector of the Government of Afghanistan;
d. Effective communication and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff
